Job Summary
The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. This position is within the Department of Human Services (DHS), Economic Security Administration (ESA), and is part of the Division of Program Operations (DPO). The Economic Security Administration (ESA) is responsible for ensuring timely and accurate eligibility determinations for programs such as Medical Assistance, Temporary Assistance for Needy Families (TANF), Food Stamps (SNAP), and other Cash Assistance programs that aim to promote economic independence for families.
Duties & Responsibilities Serves as an analyst to management to evaluate the efficiency and effectiveness of the agency’ development programs and operations. Works in tandem with the staff of ESA in the coordination of agency developmental projects. Plans projects and programs related to the design and redesign, and improvement of agency processes and programs. Determines if programs and projects are operating within the scope of the goals and objectives, and are consistent with identified strategic business plans, policies, business strategies and related activities in the District. Analyzes and interprets policies and procedures for management staff; assists in the quality assurance review process and makes recommendations for procedural changes; and, identifies potential problems in case processing and program administration.
Serves as a member of management’s team in reviewing and analyzing past and prospective operating budgets, program and performance measures and strategic plans for programs and administrative components. Formulates and maintains strategic plans, and business best practices to accomplish program control, analysis and forecasting objectives. Develops network logic and measurement methods to perform analysis. Communicates schedule impacts and proposes corrective actions to stakeholders. Implements, maintains, and manages planning products in support of planning processes. Formulates and compiles data to evaluate and assess the achievements of key performance indicators for ESA. Collects, assesses, and analyzes results of benchmarking studies and the development of implementation and tracking strategies for recommendations presented in various special projects.
Qualifications And Education Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment The work is performed primarily in the office setting; however, incumbent is required to make site visits to program offices.

Residency Preference When claiming residency preference, you are required and must agree in writing to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
