About The Position Dexis is seeking an Assessment, Monitoring, and Evaluation (AM&E) Analyst to support anticipated programming with the Department of State (DOS). This opportunity will provide policy direction and oversight in the areas of international security, security assistance, military operations, and defense strategy and plans, specifically focused on Foreign Military Financing (FMF) and International Military Education and Training (IMET) military grant assistance programs. Candidates must have an active Secret Clearance.
This position is contingent upon contract award.
Responsibilities
Assess, monitor, and evaluate FMF and IMET funded programs on an ongoing basis.
Research and analyze program data to identify program trends.
Identify mechanisms to collect program data.
Develop country reports, trip reports, annual assessments, and deep dive analyses.
Coordinate and collaborate with the appropriate stakeholders within the State Department and Department of Defense.
Conduct all monitoring‑related tasks for FMF and IMET programs, including data collection, designing monitoring plans, and developing evaluations and assessments.
Contribute substantively to the design of and conduct field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other analytical tasks.
Qualifications
A Bachelor’s degree from an accredited university and 8 years of relevant experience, or a Master’s degree and 5 years of relevant experience.
At least three (3) years of foreign or security assistance initiative experience in designing or conducting large‑scale AME analytic activities for international programs.
Active Secret Security Clearance.
Excellent communication skills, including writing and presenting findings and analyses regarding the impact of security assistance.
Ability to provide strong analysis and critical thinking to complex matters of security assistance/ security cooperation, military operations, and international security.
Experience related to:
Developing program designs and monitoring plans
Developing data collection plans to guide research efforts
Preparing written analytical reports
Coordinating and collaborating with multiple stakeholders in different organizations and departments
Organized, detail‑oriented, and passionate about international security cooperation.
Ability to develop and implement processes and procedures to increase team effectiveness.
Ability to multi‑task, respond to quick turn‑around requests, and prioritize tasks.
Flexible and adaptable to change, including changes in processes, requirements, and priorities.
Have a current passport and able to travel nationally/ internationally to participate in conferences, oversight visits, and occasional exercises.
Proficiency in Microsoft Office Programs (Excel, Word, PowerPoint, SharePoint)
Preferred Qualifications
Experience in the military or supporting military security cooperation/ security assistance programs, and/or experience working with foreign militaries.
Experience with international security advising or related military advising missions.
Regional experience with European militaries or security assistance programs.
Creative problem‑solver with a strong statistical background.
Experience with Tableau and NVivo is a plus.
