Executive Director of Helotes Economic Development Corporation
The Helotes Economic Development Corporation (HEDC) is a Type B corporation established under Section 4B of the Texas Development Corporation Act of 1979. The Executive Director performs a variety of administrative, technical, and professional work in the preparation and implementation of economic and community development plans, programs, and services. This full‑time position reports to the HEDC Board of Directors and works closely with the City of Helotes Administrator, staff, and Council members to promote economic and community development interests within Helotes. The Director also manages the Business Center, which provides executive office suites for rent to entrepreneurs and companies.
Essential Job Functions
Develops and presents the HEDC annual budget and proposed projects to the Board of Directors and City Council for approval; provides monthly reports to the Board and Council.
Develops and implements the HEDC Strategic Plan consistent with community goals and Board direction.
Identifies, evaluates, and pursues projects and opportunities that foster new business development, job creation, and economic diversification.
Negotiates agreements, contracts, and development incentives in compliance with applicable laws and policies.
Coordinates a business retention program that promotes the expansion and retention of local businesses.
Manages all operations of the Helotes Business Center, including onboarding and off‑boarding of small‑business tenants, lease negotiation, contract management, and facilitation of tenant services.
Plans, manages, and executes economic development projects, including infrastructure improvements, business incentives, and property development.
Contacts and markets the community to external agencies and enterprises; conducts tours of commercial sites, gathers business‑related data and demographics.
Prepares materials for monthly Board meetings, special meetings, and strategic planning; follows up on Board agendas.
Develops and implements projects, recommendations, economic analyses, incentive analyses, and policy proposals for the Board in accordance with Board directives, EDC articles, bylaws, and mission.
Monitors and manages financial performance of the EDC; oversees an organization’s budget (>$2 million) and provides revenue and expense analysis.
Assists with budgeting, contract management, accounts payable, accounts receivable, financial statement preparation, and cash‑flow projection.
Acts as primary liaison with City Administrator’s Office, other City departments, and community partners.
Collaborates with City staff for planning and serves as active member of the Development Review Team.
Provides presentations to boards, city council, civic groups, businesses, and the public on economic development issues.
Builds and maintains relationships with city staff, elected officials, local businesses, chambers of commerce, educational institutions, and regional partners.
Networks and builds relationships with the business community to recruit new businesses to Helotes.
Collaborates with external resources, organizations, and commercial real estate representatives to attract new businesses and support existing ones.
Negotiates vendor contracts and monitors compliance; ensures Board resolutions are implemented.
Manages and oversees the HEDC and Visit Helotes websites, including design and content.
Develops integrated marketing strategies and manages execution of brand marketing activities.
Creates, selects, and prepares content for digital media across all platforms (websites, Facebook, Instagram).
Produces content for videos, press releases, and printed marketing material.
Partners with the City of Helotes to sponsor and host events and promotes Old Town Helotes as a visitor destination.
Manages open‑records request responses with City Secretary and legal counsel.
Serves as a member of economic development groups, attends professional development workshops and conferences, and advises the Board on economic trends.
Supervises other HEDC professional staff members.
Education and Basic Requirements
Bachelor’s degree in Economic Development, Economics, Public Policy, Business, Public Administration, Marketing, or related field (Master’s preferred).
Certified Economic Developer (CEcD) or Professional Community and Economic Developer (PCED) certification preferred but not required.
Knowledge of Type‑B EDC operations in Texas.
Understanding of Texas Open Meetings Act, Public Information Act, and Local Government Code Chapter 505.
Minimum 5 years of progressively responsible management and supervisory experience in economic development.
Excellent written and verbal communication skills for presentations and public speaking.
Energetic, organized, and capable of working effectively in an independent environment.
Ability to communicate with engineers, architects, contractors, developers, businesses, employees, and the public.
Ability to establish relationships with other organizations and economic development practitioners.
Valid Texas Class C Operator’s License with acceptable driving record.
Other Requirements
Experience within municipal operations, policies, and procedures.
Ability to handle multiple projects simultaneously; strong financial and budgeting background.
Proven negotiation experience with developer agreements and experience in growing communities.
Professional demeanor and courteous relationship building with government, external agencies, and the public.
Independent self‑starter, working with minimal oversight; available outside standard hours as needed.
Willingness to immerse oneself in and contribute to the community.
Ability to provide ideas that further the mission, vision, and goals of the EDC.

Ability to sit, stand, move around, bend, reach, stretch, push, and pull for extended periods in one room.
Ability to lift and move objects weighing up to 25 pounds unassisted.
