Projected Period of Performance: October 1 through February 1, 2025 Background The Intelligence Community Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, v.1.5.1, (ICD/ICS 705) requires a dedicated Site Security Management (SSM) to conduct contractor surveillance, quality control, and site security during the build out of a secure open storage facility.

Scope The SSM will act as the on-site Government representative performs quality control and contractor surveillance to ensure the project meets the security standards relative to design and implementation as outlined in the project’s construction documents and construction security plan (CSP) and in compliance with ICD/ICS 705. The SSM is responsible for implementation and oversight of access control, intrusion detection, material transit security procedures, material selection, procurement, and inspection.

The SSM will ensure the construction site remains secure throughout the construction process and documents security violations and deviations from plans and standards reports. The SSM will report all security construction information directly to GSA and project security officer (SO).

Task / Deliverables

Provide security requirement input during design phase of the project and prior to the start of construction, resulting in a completed CSP and risk assessment. Continue to update the CSP as appropriate and develop SOPs for the project.

In consultation with the SO, develop a Pre‑Construction list, CSP capturing ICD/ICS 705 technical standards and compliance requirements with all contract documents, and oversight requirements for access control, intrusion detection, material transit security procedures, material selection, procurement, and inspection.

Maintain a roster of all authorized personnel with access to the site and establish a control plan for all as‑built drawings. All drawings and working documents shall be considered ‘Controlled Unclassified Information’ and protected in accordance with the CSP.

Implement procedures to control site access, safeguard all security related equipment, information, and property provided for contractor use, and secure all equipment and materials at the close of each work period.

Document security violations or deviations from the CSP and notify the SO within 3 business days.

Obtain 24‑hour unrestricted access to the site or alternatives as stated in CSP.

Conduct contractor surveillance: ensure compliance with ICD/ICS 705, conduct periodic security inspections, lead weekly coordination and status update meetings with the Government SO, Deputy Lead, and other stakeholders, and perform general project management activities for security surveillance functions.

Provide status reports, ensure quality control of contractor performance, and ensure all construction activities and materials meet project specifications.

Notify the SO of any construction requirements that cannot be met per ICD/ICS 705.

Submit official use pictures of specific security criteria requirements (e.g., gypsum board, wall installation, insulation, RF shielding, grounding, security ports, floor, ceiling, HVAC, penetrations, alarms, perimeter doors, sweeps and locks). Attend regular meetings with SO, project management, QC, and end‑user teams.

Create final project close‑out and accreditation package, including Fixed‑Facility Checklist, TEMPEST Checklist, and Compartmented Area Checklist.

Meetings The SSM shall attend meeting(s) at the construction location before, during, or after the performance of service. For off‑site meetings, the Government will make every attempt to conduct such meetings virtually (i.e. VTC or telephone).

Requirements

Proficient understanding of construction and counterintelligence, with experience in high security.

Proficient knowledge of the current ICD 705 Technical Specifications.

Project management experience from the planning phase through final accreditation of the secure open storage facility.

Strong communication and written communication skills.

Must possess and maintain a US Top Secret clearance with SCI Identifier, prior to award.

Possess, maintain and use the following equipment: 3 radios, 2 handheld radios (Wans), 1 digital tablet (photo capability).
