Job Title: Eligibility Coordinator for Special Education (COSE). Boston Public Schools seeks an exceptional COSE who is highly qualified and knowledgeable to join our community of teachers, learners, and leaders. The position is a Central Office COSE role that supports school‑based buildings in determining initial eligibility for students referred. The COSE will be responsible for conducting initial eligibility team meetings for students in grades K0‑12 (excluding K0/K1 students referred by Early Intervention agencies and students in private school placements referred through Equitable Services) and for conducting placement meetings for students who may require more restrictive environments.
Key Responsibilities
Interpret a variety of assessment tools and techniques (standardized tests, observational data, interviews, functional assessments) to gather relevant data on students’ academic, social, emotional, and behavioral needs.
Collaborate with other professionals (teachers, special education teachers, psychologists, related service providers, social workers) to gather information and an understanding of student profiles.
Collaborate with school leadership, school pre‑referral teams (SST), and OSS leaders to understand interventions implemented for students prior to issuing a referral for special education eligibility.
Implement the special education process with fidelity to regulations and explain the process to families, school personnel, and other stakeholders.
Engage families as partners in planning, problem solving, and provide assistance with school assignments; support development of culturally competent practice at all levels.
Support regulatory compliance by processing referrals for and chairing all original meetings, developing Individual Educational Plans (IEPs), including transitions for students with disabilities beginning at age 14; secure parent signatures for these plans.
Abide by regulations for students with disabilities, ensuring placement in the least restrictive environment.
Chair Section 504 initial eligibility meetings and develop 504 accommodation plans.
Lead re‑evaluation processes to assess need for placement in more restrictive settings, coordinate reviews with teachers, parents, and multidisciplinary teams, maintain clear records, and ensure compliance with IDEA and district policies.
Serve as liaison among the special education team, general education staff, administrators, and families to ensure clear communication regarding students’ needs and eligibility status.
Lead IEP meetings, provide evaluation findings, recommend placements and services, and guide parents throughout the evaluation and re‑evaluation process.
Ensure all initial and placement meetings are completed within mandated timelines and comply with IDEA, state regulations, and district policies.
Monitor and maintain accurate records of evaluations, re‑evaluations, and documentation for auditing purposes.
Qualifications – Required
Valid MA DESE Teaching License in Special Education (Moderate Disabilities or Severe Disabilities), or MA DESE License in School Social Worker/School Adjustment Counselor, School Psychologist, Speech‑Language Pathology, or Occupational Therapy.
Comprehensive knowledge of DESE Regulations, IDEA, and Section 504 of the Rehabilitation Act.
Professional experience with the IEP process, special education instructional programs, collaboration with special education professionals, and fostering positive relationships with parents of students with special needs.
Demonstrated capability to work collaboratively with school administrators, direct service providers, families, students, and outside partners.
Three years of successful experience in an urban school system or urban human service setting.
Excellent problem‑solving, communication, and organizational skills.
Qualifications – Preferred
Master’s Degree in Special Education or a related field.
Urban special education teaching or related service experience.
Fluency in one of BPS’ official languages (Spanish, Creole (Cape Verdean), Haitian Creole, Chinese, Vietnamese, Portuguese, Somali). Candidates who speak another language bring added value to the classroom, school, and district culture and diversity.
