Job Summary

SUMMARY Performs professional accounting and supervisory tasks in accounting and financial reporting functions. This is a highly skilled position involving specific responsibilities and supervisory experience in the fiscal area. An employee in this position supplements the work of the Finance Director, prepares in-depth financial reports, and analyzes fiscal documents. Performance is monitored through periodic checks of assigned tasks as well as through an annual audit. Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervises day-to-day operations of Accountants and provides detailed, technical guidance for those employees responsible for the recording of financial transactions and production of ledgers in compliance with generally accepted accounting principles (GAAP). Assists the Finance Director with the preparation of the Annual Comprehensive Financial Report. Such responsibilities include but are not limited to updating numerous fiscal year-end schedules and statistical data, drafting and posting adjusting journal entries, and ensuring the financial statements reconcile, are formatted properly, and are prepared according to GAAP. Assists the Finance Director with preparing or obtaining schedules, statements, and/or supporting documentation requested by external/internal auditors as part of financial or compliance audits. Prepares and submits the Uniform Financial Report annually to the State of Maryland. Reviews or drafts journal entries, posts journal entries to the general ledger software, and prepares or obtains supporting documentation. Performs, assists with, and/or reviews reconciliations of various general ledger and bank accounts. Handles the closing process for each monthly accounting period and generates revenue and expense statements for presentation to the Mayor and City Council. Initiates transfers of funds between Town-controlled bank accounts for bond project reimbursements, parking revenue sharing, food tax receipts, ambulance billing, etc. Inputs monthly investment activity into investment tracking/pricing software. Provides technical guidance to other Departments for compliance with internal controls, administrative policies, and State and Federal regulations. Assists other departments and individuals with extracting data and generating reports from the Town's ERP system. Performs other duties as determined by the Finance Director. SUPERVISORY RESPONSIBILITIES Directly supervises four employees in the Finance - Accounting Division. Carries out supervisory responsibilities in accordance with the Town's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Minimum Qualifications

EDUCATION and/or EXPERIENCE:

Bachelor's degree from a four-year college or university majoring in Accounting, Two years' experience in municipal accounting with supervisory and computer experience. CPA, CPFO, and/or CGFM preferred.

Supplemental Information

TECHNICAL SKILLS:

Experience working with MS Office suite of applications, especially Excel, Word, and Outlook. The ability to create, modify, and review/audit intermediate and higher level formulas and functions in Excel is strongly preferred.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, and area. Ability to apply concepts of basic algebra and statistics.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. The ability to identify inefficiencies in current procedures and/or propose more efficient solutions to processes or problems is desirable.
