The Council on Recovery is Houston's leading non-profit provider of prevention, education, treatment, and recovery support services. For over 75 years, The Council has been a trusted resource for individuals and families navigating substance use, mental health, and related challenges.

The Director of Operations provides strategic leadership and oversight of the organization's operational functions, ensuring that systems, policies, and processes effectively support The Council's mission and programs. This role oversees facility management, vendor and contract administration, and Welcome Center and venue operations.

Working closely with the executive team and department leaders, the Director of Operations enhances organizational efficiency, strengthens infrastructure, ensures compliance, and fosters an environment of operational excellence.

Key Responsibilities

Operational Leadership • Oversee and optimize daily administrative and operational functions across departments.

• Develop, implement, and monitor operational policies, procedures, and systems to ensure efficiency and effectiveness.

• Partner with executive leadership to translate strategic goals into actionable operational plans and measurable outcomes.

• Lead cross-departmental initiatives to improve workflow, communication, and accountability.

Facilities, Welcome Center & Venue Management • Oversee management, maintenance, and utilization of all Council facilities and physical spaces, ensuring they remain safe, functional, and welcoming.

• Direct operations of The Council's Welcome Center and venue spaces, ensuring exceptional client and guest experiences.

• Coordinate logistics for internal and external events, including space reservations, setup, vendor coordination, and operational support.

• Support expansion, renovation, or relocation projects through space planning and resource management.

Human Resources & Compliance Support • Collaborate with HR leadership to promote a positive organizational culture, employee engagement, and compliance with employment laws.

• Support implementation of HR policies, professional development initiatives, and performance management systems.

• Ensure operational practices comply with all federal, state, and local regulations, as well as grant and accreditation requirements.

Finance, Contract, & Vendor Management • Partner with the CFO to monitor budgets, manage operational expenses, and ensure fiscal accountability.

• Lead contract and vendor management processes, including negotiation, procurement, compliance monitoring, and performance evaluation.

• Establish systems for tracking vendor agreements, renewals, and service quality to ensure cost-effective, high-quality partnerships.

• Support grant compliance and reporting through operational data collection and documentation.

Strategic Initiatives & Continuous Improvement • Lead organizational improvement and efficiency projects that strengthen internal systems and sustainability.

• Identify opportunities for innovation and process improvement across departments.

• Provide data-driven insights and operational reporting to inform leadership decision-making.

Requirements

Education & Experience

• Bachelor's degree in Business Administration, Nonprofit Management, or related field required; Master's preferred.

• Minimum 7 years of progressively responsible experience in operations, administration, or organizational leadership-preferably in a nonprofit or healthcare setting.

• Proven experience managing teams, budgets, facilities, contracts, and organizational systems.

Skills & Competencies • Strong leadership, collaboration, and strategic thinking skills.

• Excellent organizational and project management abilities.

• Knowledge of nonprofit compliance, risk management, and governance standards.

• Demonstrated ability to build and maintain relationships across departments and with external partners and vendors.

• Proficiency in Microsoft Office Suite, project management tools, and database systems.
