JOB SUMMARY

Responsible for the administration, support, and continuous improvement of Human Resources (HR) software systems. Manages employee data systems, provides technical support and training to users, and partners with stakeholders to enhance system functionality and optimize HR processes.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university in Information Technology, Human Resources, Business Administration, or a related field, plus three (3) years of related experience; or an equivalent combination of education and experience.

Experience with HR software required; preference given to candidates with experience in ICIMS applicant tracking system, NEOGOV Perform, and/or SABA Learning Management System.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

Administer and maintain key HR applications, including the Applicant Tracking System (ATS), Learning Management System (LMS), and Performance Management System.

Provide technical support and guidance to HR staff and system users.

Troubleshoot and resolve technical issues, escalating to vendors as needed.

Create and deliver custom reports, queries, and data extracts for internal and external stakeholders.

Install, configure, update, and monitor system performance and usage.

Collaborate with HR teams to identify opportunities to improve workflows through system enhancements.

Lead or participate in projects to implement new functionality and streamline HR operations.

Serve as a liaison between HR, IT, external vendors, and other departments.

Analyze system data to support decision-making and process improvements.

Manage user roles, permissions, personalization settings, and access.

Develop user documentation and collaborate with Learning & Development to deliver systems training.

Maintain and audit employee data to ensure accuracy and integrity.

Administers and maintains accurate HR records in compliance with established retention schedules and policies.

Serves as the HR Data Privacy Data Custodian, ensuring systems comply with data security and privacy requirements.

Monitor industry trends and recommend system updates or upgrades to meet evolving business needs.

Support contract renewals.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

Knowledge of:

Strong understanding of relational databases, queries, and system configuration

Technical expertise in HR systems

Proficiency with Microsoft Office Suite and other standard office software

HR Policies, procedures, and system requirements

Skills and Abilities to:

Analyze business and technical processes for efficiency improvements

Strong Attention to detail and accuracy

Manage complex data and reports

Communicate effectively both verbally and in writing

Maintain a professional demeanor during times of stress

Ability to work independently and maintain confidentiality
