Job Summary The Director of Construction Management at JL handles the implementation of the preconstruction, construction, commissioning and project closeout phases of a project with an emphasis on establishing and maintaining project controls and completing projects in a prompt and cost-effective manner. The portfolio currently has 20 projects in the development pipeline with more than 50% as heavy value/gut renovations of garden style multifamily. The balance is higher density multifamily (wood frame and concrete) for both Class A and Low- Income customers. A smaller percentage is mixed use with ground floor retail (including grocery store and in-line tenants). The Director of Construction Management must have demonstrated skills in negotiating, coordinating and directing work of subcontractors, and in developing strong working relationships with contractor personnel, subcontractors, inspectors, and other related parties. The Director of Construction Management will report to the Project Executive who is tasked with overall management of a project. The Director of Construction Management will work on multiple projects simultaneously and must be able to work in a fast-paced, multiple responsibility environment, balancing competing priorities and several project assignments. The Director of Construction Management will be responsible for maintaining relationships in the construction community to provide market intelligence, supply chain insights, and direct purchase opportunities. The Director of Construction Management will build a team of in-house and third- party construction managers to effectuate the work. Other requirements include, but are not limited to, the ability to organize and manage multiple projects effectively, to manage cost controls systems, review and analyze plans, facilitate the bid/buyout process with a general contractor, examine and negotiate change orders, and review and comment on submittals. The Director of Construction Management must be versed in jurisdictional and architectural design requirements, as well as environmental and geotechnical reports.The successful candidate must be highly skilled in budgeting and scheduling with exceptionally strong verbal and writing skills. Key Responsibilities During the Preconstruction Phase: Facilitate the development of cost estimates during the design phase including (i) conceptual estimates prior to design at the onset of a project, (ii) at design development stage for submission of financing application with iGMPs, and (iii) at shovel ready. Review and level budgets from third party contractors. Find valuable engineering opportunities throughout the design phase. Facilitate the development of project schedules during the design phase including conceptual schedules prior to design at the onset of a project. Attend biweekly design meetings with the team and the architect and provide constructability comments and reviews of the drawings. Facilitate the onboarding of a contractor and/or subcontractors including issuing RFPs, interviews, bid leveling and answering Requests for Information. Lead, with counsel, the negotiations of contracts with the contractors, subcontractors, or other related vendors. During the Construction Phase: Monitor progress and quality control including 1) analyzing the contractor’s CPM schedule, subsequent updates and any recovery schedules, 2) attending OAC meetings, 3) coordinating all utility work, 4) reviewing, negotiating and approving change orders. Conduct periodic site visits and manage periodic project operational performance reviews, including monthly budget and schedule reviews, and project business plan adherence. Provide monthly summaries of project performance to the VP/SVP of Development. During Project Turnover/Close-out Phase: Work with the Development and Asset Management teams to ensure a smooth transition from construction to operations which includes securing certificate(s) of occupancy, construction lender and/or financier sign off, and helping the team with construction closeout, transition of insurance and the conversion to permanent financing. Coordinate work with the design team and the general contractor to complete close-out, including completion of punch lists and transfer of warranty information to Property Management. Other Manage construction management resources against projects and budgets Establish systems and processes to effectuate and report all activities Train, mentor and coach construction management associates as well as providing training modules for the Development team Core Competencies High level knowledge of real estate development terminology & concepts: architecture and engineering, permitting, land-use and regulatory, construction. Intermediate level project and schedule management skills (CPM, MS Project, etc.). Strong writing and presentation skills Proven research skills, including data compilation/organization and presentation. Effective time management and task prioritization; resourceful, proactive, and persistent in problem-solving. Strong analytical and financial modeling skills, including proficiency with Microsoft Excel and familiarity with development pro forma concepts. Excellent written and verbal communication skills; ability to present complex information clearly and concisely. Highly organized, detail-oriented, and able to manage multiple priorities under tight deadlines. Demonstrated initiative and ability to work both independently and collaboratively across teams. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project); experience with financial modeling or mapping tools (e.g., Argus, CoStar, GIS) is a plus. Experience Required Bachelor’s degree in a field related to construction (i.e., engineering, architecture, construction). Minimum of 10-15 years of experience in construction with an emphasis on multifamily, and experience as a construction manager at a development or related Architect Engineering Construction (AEC) company. Superior negotiating skills and a personable negotiator. Strong computer skills in Microsoft Outlook, Word, Excel, PowerPoint; scheduling software such as MS Project and Primavera. Seniority level
