Overview
TMGL is seeking a skilled and mission-driven Mid-Level Business Analyst to support DHA’s Office of Small Business Programs (OSBP). This role requires knowledge and experience with SBA’s small business program including Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a), Native American, Alaska Native Corporations (ANC), and Native Hawaiian Organizations (NHO). The analyst will play a key role in driving data-informed decision-making, enhancing program performance, and supporting strategic small business initiatives across the DHA enterprise.
Responsibilities
Data Analysis + Program Performance
Support OSBP’s transformation into a data-driven organization aligned with DHA’s mission.
Leverage analytical tools and dashboards to provide real-time visibility into small business performance metrics.
Conduct in-depth analysis to identify drivers of small business utilization and effectiveness.
Assist in evaluating strategic planning initiatives and establishing annual small business goals.
Program Execution & Reporting
Monitor and manage communications from OSBP mailboxes, public media, and internal/external government sources.
Compile and summarize salient facts from daily monitoring activities.
Provide weekly reports on small business achievement and program execution.
Track and disseminate industry news relevant to small business stakeholders and DHA program managers.
Prepare semi-annual reports on subcontracting achievements.
SBA & Small Business Program Support
Analyze federal procurement data to identify opportunities for small business participation across SBA categories.
Support proposal development and compliance documentation for set-aside contracts.
Collaborate with internal teams and external partners to ensure alignment with SBA regulations and eligibility requirements.
Maintain and update databases tracking certifications, contract performance, and business development metrics.
Conduct market research and competitive analysis to inform strategic positioning.
Assist in preparing capability statements, business plans, and SBA-related submissions.
Monitor changes in SBA policies and communicate implications to stakeholders.
Required Qualifications
Bachelor’s degree in Business Administration, Public Policy, Data Analytics, or related field.
5–10 years of experience as a Business Analyst, preferably in federal contracting or SBA-related programs.
Strong understanding of SBA small business categories: WOSB, SDVOSB, HUBZone, 8(a), Native American, ANC, NHO.
Familiarity with federal acquisition regulations (FAR), SBA guidelines, and DHA procurement practices.
Proficiency in data analysis tools (Excel, Power BI, Tableau) and CRM systems.
Excellent written and verbal communication skills.
Ability to work independently and manage multiple priorities.
Preferred Qualifications
Experience supporting 8(a) applications or managing SBA compliance audits.
Knowledge of GSA schedules, SAM.gov, FPDS-NG, and DHA-specific acquisition platforms.
Prior work with tribal enterprises or ANC/NHO organizations.
