Overview: The Chief of Fiscal Services II is an Executive-level position coordinating with City Agencies to monitor, manage, analyze, and report on fiscal operations in accordance with statutory procedures and regulations. The role advises Agency Officials responsible for substantiating institutional targets and adherence to authorized appropriations. The position oversees budget preparation, invoicing, procurement, and the selection, training, and supervision of fiscal staff in accounts payable/receivable, payroll, grants, and purchasing. Salary:
Base pay range
$93,622.00/yr - $149,726.00/yr. Salary is
commensurate with education and experience . Essential Functions
Compiles data and prepares the agency fiscal budget; monitors and approves budget expenditures. Prepares cash flow projections and determines budgetary impacts; makes recommendations to senior management staff Monitors, evaluates, and enhances fiscal solvency, effectiveness, and efficiency of the Agency; develops, implements, analyzes, and provides technical assistance to administrators concerning fiscal plans, goals, objectives, and strategies Facilitates and leads the preparation of cash flow projections to ensure adequate funds are available to meet obligations Represents the agency before the City’s Board of Estimates and the City Council on budget submissions, spending authority requests, and other financial matters Serves as the point of contact with City Audits and external auditors; coordinates responses to audit requests and findings; implements changes to improve processes as needed Provides timely responses for pending City, State, or Federal legislation that requires financial analysis and a fiscal note on the impact of proposed actions Participates in contract negotiations with fire employee unions on data and analysis for proposals with fiscal impact Participates in committees, task forces, and special assignments as requested Oversees the Agency Payroll Manager, Grant Accounting, Procurement with Agency Administration and Coordinator, and Telecommunications Workday-related responsibilities include processing invoices, assigning security roles, approving requisitions and receipts, monitoring EMS revenue, payroll verification, and agency travel/paycard reconciliations Minimum Qualifications
Education:
A bachelor’s degree is required; a master’s in public finance administration is preferred. Experience:
Eight to fifteen years of public finance experience is preferred, with experience working with union representatives and public officials. Knowledge, Skills, & Abilities
Administrative principles and practices, goal setting, program development, implementation, evaluation, and staff supervision Public agency budget development and risk management Organizational and management practices for analysis and evaluation of programs and operations Principles and practices of accounting, public finance administration, budgeting, auditing, and reconciliation Strong knowledge of technology systems and processes to improve financial information delivery and transactional processing Proficiency with Workday financial functions Communication, contract negotiation, and reporting techniques Modern office practices and applications related to the work Understanding of collective bargaining environments and change management concepts Additional Information
