Senior Financial Analyst - Clearance Required LMI is seeking a skilled Senior Financial Analyst to support a Customs and Border Protection customer. The position is located in Washington, DC, and cannot be worked remotely.

Responsibilities

Support budget formulation for the CBP client’s programs by compiling estimated costs and creating alternative versions.

Collaborate with program staff to develop resource allocation plans and congressional justifications.

Provide analysis and data to ensure budgets align with strategic and programmatic goals, adhering to fiscal guidance and DHS/CBP policy.

Prepare and enter Purchase Requisition Requests into SAP.

Maintain program and contractor cost baselines.

Develop, review, and execute project-level spend plans, and conduct recurring reviews of program resource utilization to identify risks or issues.

Prepare periodic reports on allocation, status, tracking, commitment, obligation, and expenditure of funds.

Prepare and process funding documents, identify variances, recommend reprogramming or corrective actions, and report reconciled status of funds.

Mentor junior budget analysts and guide their execution.

Apply knowledge of data collection and analysis methods to prepare detailed financial information.

Apply knowledge of laws, regulations, and federal financial management guidance (CFOR, OMB Circulars, Treasury, FASAB).

Apply financial concepts and theories to prepare budget exhibits, monitor funds, financial reporting, and appropriations.

Write and present results and analysis to CBP client management.

Support development of client financial reports.

Assess and review payables for duplicate and error payments.

Conduct rate and cost analysis to support organizational funding efforts.

Test financial data in databases to support system transitions.

Coordinate regularly with government Budget & Finance Officer and Contracting Officers.

Provide customer service activities, including budget/finance process briefings and tailored financial analysis.

Demonstrate strong quantitative analysis skills, attention to detail, and ability to analyze and forecast trends.

Qualifications

Pass a government background investigation; U.S. citizens only eligible.

Previous experience formulating or executing federal government budgets.

Understanding of Acquisition Program Management (MD-102 a plus).

Understanding of contract management.

Experience with CBP’s Integrated Surveillance Tower (IST), Mobile Systems, Subterranean, Communications Command & Control (C3) portfolios a plus.

10+ years experience and Master’s degree in accounting, business, management, or related discipline; or 12+ years experience and Bachelor’s degree.

Relevant certifications such as Certified Government Financial Manager (CGFM) desired.

Experience with financial management software and tools such as SAP and INVEST.

Proficiency in SAP, Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.

Strong written and oral communication skills.

Ability to communicate clearly with stakeholders.

Initiative, problem solving, and adaptability in changing requirements.

Ability to manage quick-turnaround tasks and be detailed-oriented.

Team player with positive attitude in dynamic environment.

Targeted Salary Range: $89,000 - $175,000
