Overall responsibility for the management and execution of project controls implementation, systems, processes and personnel, for development, forecasting and monitoring of projects and program costs, schedules, and estimates for transmission, substation, distribution, and gas (PECO and BGE). Manage a team of Project Controls employees and contractors, including cost analysts, project schedulers, and project estimators. Responsible for managing financial and schedule risks and opportunities and providing detailed variance analyses to budget, quarterly plan, and month-over-month expenditures. Accountable for scheduling and estimating development for all centrally managed projects and programs with all stakeholders. Develop tracking mechanisms for dollars, resources and risks to the P&CM budgets/projects. Prepare comprehensive reports to support business operations including reauthorization risk, forecast accuracy by Project Manager, program and department variances, CIAC forecast and analysis, contingency management, vendor forecasting process and others as requested. Implement and monitor Project Control functions, policies, programs, processes and KPIs. Foster an environment that promotes diversity and inclusion and high performance. Position note:
Position may be required to work extended hours for coverage during storms or other energy delivery emergencies. Primary Duties
Manage and execute project controls, systems, processes, and personnel for development, forecasting and monitoring of project schedules for transmission, substation, distribution, and gas (PECO and BGE) projects and programs. Lead a team of schedulers and support staff. Responsible for recruitment, training, mentorship, and performance management within the scheduling department. Foster a collaborative culture with a focus on innovation and continuous improvement in scheduling practices. Ensure scheduling practices adhere to relevant legal, regulatory, and organizational policies. Maintain accurate records and documentation to support audits and reviews. Monitor scheduling processes for inefficiencies and opportunities for optimization. Implement innovative technologies, methodologies, or best practices to enhance scheduling accuracy and reduce conflicts. Act as a change agent for business initiatives, ensuring the human element is considered, and provide timely feedback and opportunities for growth and learning. Collaborate with department heads, project managers, and stakeholders to resolve scheduling issues, plan contingencies, and keep stakeholders informed. Job Scope
Operates independently with little supervision. Reports to a Manager or Director. Solves complex problems and identifies innovative solutions with broad perspectives. Coordinates with dependencies across departments and exercises independent decision making. Leads a group of employees and contractors to ensure timely, planned work tasks and attainment of key performance metrics in Operations. In scheduling, considers prioritization, system needs and construction resource workload to minimize overall costs. Minimum Qualifications
Bachelor’s Degree in Finance, Business, Engineering or related field. Job Related Experience: 7–10 years. Other details: 9–12 years if Associate’s degree in lieu of bachelor’s. Proven leadership ability in a high-performance culture; strong coaching and facilitating business competency; proven performance management skills; ability to build consensus and foster culture change. Demonstrated ability to develop and implement process improvements including technology and performance enhancements. Strong business acumen, customer awareness and ability to create value. General proficiency in standard software (Word, Excel, Access, PowerPoint, Project) and specialized tools (e.g., Primavera P6, Asset Suite 8, Brio, SAP planning, forecasting). Expert in Excel; familiarity with WinEst (ComEd/PECO) and Asset Suite 8 estimating components. Extensive knowledge of utility operations and experience working with contract vendors. Strong understanding of utility industry financial strategies and ability to operate in a matrixed organization. Preferred Qualifications
MBA or graduate degree in Business or Organizational Dynamics. 3–5 years general management experience. Project management and operations experience; PMP, Scheduling, and Estimating certifications. Knowledge of MS Access and reporting; familiarity with WPT, Asset Suite 8, and Primavera P6. Benefits
Salary range: $112,800.00/yr – $155,100.00/yr (varies by skills, qualifications and experience). Annual bonus eligibility: 20% for eligible positions. 401(k) match and annual company contribution.
