Overview

The City of Roanoke is seeking a Director of Finance to plan, organize, and direct all financial activities of the City. The successful candidate will provide leadership and insight in general accounting, accounts payable, payroll, pension plan/retirement administration and real estate; coordinate the development of the General Fund, Enterprise Fund, Internal Services Fund, and Capital Improvement Program budgets; coordinate all major capital financing initiatives; and serve in an advisory capacity regarding investment of city funds. The position requires accountability based on measurable cost-effective results for the substance, efficiency, productivity and quality of activities performed within divisions. The Director will direct 4 managers who supervise approximately 40-50 employees in the Finance, Budget, Real Estate Valuation and Retirement divisions and will be responsible for the overall direction, coordination, and evaluation of these units. A bachelor’s degree from a four-year college or university in business, accounting, finance, public administration or a related field is required; a Master’s degree is preferred but not required. Ten years of progressively responsible experience in finance administration (preferably governmental accounting) is required; CPA is preferred. Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Provides leadership/direction and establishes broad guidelines to serve as standards of performance for the Finance, Management & Budget, Real Estate Valuation and Retirement divisions. Develops internal control procedures to assure financial integrity and provide stewardship of City assets. Reviews results through conferences with division heads, staff meetings and reports. Develops budget calendar, including legal advertisements and public hearings. Coordinates and assists in the development and preparation of operating and capital budget documents for submission to City Council. Monitors expenditures during the fiscal year for all departments and projects; Reviews multi-year financial trends and prepares related analytical reports and funding recommendations for review. Coordinates the development of annual financial planning sessions with City Council. Monitors and approves, for the City Manager, fund transfers, purchase requisitions, travel vouchers and personnel requisitions. Monitors personnel lapse on a monthly basis. Incorporates strategic business planning into the organization's budgetary and operational planning processes. Coordinates the annual update to the capital improvement programs. Participates in various special projects, researches and prepares management reports. Interprets federal and state laws, local ordinances and procedures to ensure compliance of financial activities. Monitors the reporting and collection of City revenues and expenditures and reports quarterly or as required to City Council. Provides direction in all technical financial operations of the department. Provides advice and direction for management of the City's pension system including development of policies and procedures, systems development and coordination with actuaries and investment portfolio managers. Directs the planning and issuance of long-term financing for capital projects. Provides direction in investment decisions of municipal funds for the City of Roanoke. Attends, participates in and contributes to the agenda of formal and informal City Council meetings as needed; prepares and presents reports for City Council as required. Represents the City on various boards, commissions and authorities. Supervisory Responsibilities

Directs 4 managers who supervise approximately 40-50 employees in the divisions of Finance, Budget, Real Estate Valuation and Retirement. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, including interviewing, hiring, training, planning, assigning, directing work, appraising performance, rewarding and disciplining employees, and addressing complaints and resolving problems. Qualifications

Bachelor's degree from a four-year college or university with a major in business, accounting, finance, public administration or a related field; Master's degree preferred but not required; ten years of progressively responsible experience in finance/budget administration, preferably in governmental accounting. Considerable administrative management experience, or an equivalent combination of education and experience. CPA preferred.
