Position Overview DEP’s Office of Technology and Information Services (OTIS) is recruiting for an OPS Senior IT Business Consultant. The role supports the Customer Support Services program by leading business analysis and IT project management across a wide range of IT service areas. Responsibilities include developing SOPs, process documentation, and project artifacts to improve service delivery and operational efficiency. The analyst will facilitate requirements gathering, support project planning and execution, and promote ITIL best practices. Strong communication, analytical, and organizational skills are essential.

Primary Duties

Collaborate with program leadership and stakeholders to gather, document, and validate business and technical requirements for IT initiatives.

Conduct Joint Requirements Gathering (JRG) sessions and stakeholder interviews to define project scope, objectives, and deliverables.

Develop and maintain Standard Operating Procedures (SOPs) for key functions within the Customer Support Services program.

Create business process documentation, including workflow diagrams, swimlane diagrams, and RACI matrices.

Draft project documentation such as charters, WBS, and schedules.

Assist in planning, coordination, and execution of IT projects across service desk, desktop support, IT asset management, and related areas.

Support development and implementation of ITIL‑aligned processes and documentation for service management functions.

Facilitate meetings, workshops, and presentations to communicate project progress and gather feedback.

Track project milestones, risks, issues, and dependencies; assist in developing mitigation strategies.

Assist in developing templates and standards for business analysis and project management deliverables.

Analyze existing business processes and recommend improvements to enhance efficiency and service quality.

Support change management efforts by identifying impacts and documenting changes.

Coordinate with internal teams to align business needs and technical solutions.

Provide regular updates and reports to the Program Administrator and stakeholders.

Ensure all documentation is appropriately stored and version‑controlled.

Maintain effective working relationships with internal and external stakeholders and provide superior customer service.

Maintain knowledge of agency policies, procedures, and directives.

Use office equipment, software applications, and technical writing skills effectively.

Perform related tasks as requested.

Required Knowledge, Skills & Abilities

Knowledge of business analysis and IT project management (PMBOK, BABOK).

Knowledge of ITIL framework for incident, request, change, and asset management.

Proficiency in workflow analysis, process mapping, and requirements gathering.

Ability to develop SOPs, RACI matrices, and project documentation.

Understanding of organizational change management and stakeholder engagement.

Analytical skills for data collection, analysis, and reporting.

Leadership of JRG sessions and stakeholder interviews.

Clear and concise document writing for requirements, charters, and processes.

Project planning and scheduling expertise (WBS, timelines).

Consensus building across technical and non‑technical teams.

Competence with Microsoft Office, Visio, Project, and diagramming tools.

Effective verbal and written communication with diverse audiences.

Problem‑solving to produce data‑driven solutions.

Project planning, monitoring, and corrective action implementation.

Ability to manage multiple projects in a fast‑paced environment.

Interpretation and application of relevant policies and procedures.

Establishment of effective working relationships with staff and stakeholders.

Translation of business needs into actionable requirements and deliverables.

Facilitation of meetings, workshops, and presentations to drive alignment.

Minimum Qualifications

Valid Driver’s License.

Certified Business Analysis Professional (CBAP) certification.

Preferred Qualifications

ITIL 4 Foundations certification.

Pay $70 per hour

Location & Work Arrangement Office in Tallahassee, Florida. On‑site attendance is required.
