Overview

The Supervisory Lead oversees IHSC's IT and medical asset management programs. Responsibilities include program operations, policy development, budgeting, acquisition, compliance, quality control, and team leadership. The role requires strong project management and leadership skills to manage multidisciplinary teams and ensure effective asset lifecycle management. This position is only open to current USPHS officers; USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Duties and Responsibilities

Manage and provide day-to-day program operations for the medical asset program lifecycle from procurement to disposal, including related agreements for assets across all IHSC facilities. Manage day-to-day operations for government furnished equipment (GFE) for IHSC staff at IHSC headquarters and provide guidance to all other IHSC staff; serve as a liaison to ICE equipment field office representatives related to GFE. Ensure compliance with program regulations and best practices; maintain required records; chair meetings; and coordinate or manage programs within the organizational component. Communicate and collaborate with internal and external stakeholders, providing advice and guidance as needed. Collaborate with other units within IHSC (e.g., OCIO and ERO) to acquire, maintain, and decommission equipment related to IHSC's medical asset management program. Explain, coordinate, and obtain support for policies, procedures, programs, and actions to IHSC staff and leadership. Lead the development of acquisition documentation for the purchase of new medical equipment, including Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), and Quality Assurance Surveillance Plans (QASP). Maintain the AMO SharePoint site; establish and update standard operating procedures (SOPs), instructions, and guides for the GFE and medical asset management program. Establish and maintain SOPs, workflows, guides, and training materials to ensure formal documentation of AMO responsibilities. Requirements

Service Remaining Requirement Agreement: Upon appointment, officers will be required to serve an 18 to 24-month commitment to IHSC. Assignment Pay Agreement: You must not have a current Assignment Pay Agreement. If you have one, it must be fulfilled within 90 days of your application submission. Applicants must be a current USPHS Commissioned Corps Officer. CAD candidates are not eligible; civilians are not eligible. PHS officers must participate in the IHSC TDY On-Call Schedule (ITOS). Master's degree in healthcare administration, business administration, information systems, logistics, a related field, or a health profession degree. Understanding of healthcare operations and compliance is preferred. Minimum of 2 years of program or project management experience; OR CAPM, PMP, or FAC-P/PM. FAC-P/PM Level III required within three years of hire. Minimum 2 years of supervisory or team lead experience. Knowledge of contracts, grants, and/or cooperative agreement management; COR Level III preferred. Knowledge of medical, administrative, ethical, and legal requirements and standards related to healthcare delivery and privacy of protected patient information. Knowledge of regulations and standards relevant to OSHA, ACA, NCCHC, Joint Commission, FDA, and other regulators in handling medical information. Knowledge of program policies, guidelines, and operating procedures related to medical information. If applicable, clinical license obligations and potential clinical duties within federal facilities as needed. Knowledge of governmental roles related to medical information communication is preferred. Additional Information

This position is located within DHS/ICE/IHSC and reports to the Chief of the Technology Management Section. The AMO Supervisory Lead manages IHSC medical equipment at 19 facilities and GFE for staff at IHSC headquarters. The role requires leadership of a multidisciplinary team and collaboration across clinical, administrative, and technical domains. Supervisory and Evaluation Details

The incumbent works under the Section Chief, Technology Management Section. Responsibilities include planning, organizing, and long-term assignments. The candidate will be evaluated on meeting qualifications and demonstration of required competencies.
