We are a growing organization seeking a talented Environmental Manager to join our team as a pivotal member here at PBF Energy. This role is located at Chalmette Refinery in Chalmette, LA.
Overview
The Environmental Manager is responsible for leading the environmental function at the Chalmette Refinery, ensuring regulatory compliance, implementing environmental programs, managing budgets and staff, and representing the refinery with regulatory agencies and community stakeholders. Responsibilities
Oversees the development, implementation and maintenance of departmental procedures in compliance with the refinery and company requirements. Supervises work activities of environmental professionals across multiple disciplines. Develops annual environmental objectives and targets for the department and the refinery. Directs the Environmental staff regarding responses to agency inspections, information requests, NOVs, and ensures corrective actions are implemented. Interfaces with the Louisiana Department of Environmental Quality (LDEQ) and other agencies as appropriate in settlement negotiations. Ensures that periodic and event-related reports are made internally and to the appropriate agencies per regulatory time requirements. Provides direction and training to other refinery departments regarding their environmental responsibilities. Interprets local, state and federal environmental regulations to determine applicability and develops compliance procedures and processes. Develops and implements management systems to ensure objectives are met and environmental compliance is maintained. Creates and maintains facility and department environmental policies and procedures as needed. Develops annual budget and manages environmental expenses. Oversees contract requests/renewals for environmental contracts. Maintains environmental department organization chart and advisor responsibilities. Provides environmental support in emergency response events and assists in incident investigations as needed. Guides pollution prevention, emission reduction, and waste minimization projects. Reviews new projects to ensure proper environmental permits are obtained. Tracks and reports PSMS 6.5/6.6 metrics and monthly/biweekly metrics to corporate. Oversees and coordinates HSE compliance resourcing for PBF Logistics operations in the region. Interacts with regulatory bodies (LDEQ, LDC&E, USACE, USEPA) and serves as a refinery spokesperson with environmental agencies and community groups. Participates in local, state and national industry groups to align with standard industry compliance practices and advocate for refinery interests. Requirements
Bachelor’s degree in Engineering (Civil, Chemical, Environmental) or Environmental Science 10+ years of experience in the environmental industry with refinery experience Familiarity with industry process safety and environmental regulations, work practices, and compliance strategies; knowledge of basic refinery processes, reliability principles, refining economics, budgeting and scheduling Sets high standards for safety, integrity, and operational excellence Demonstrated leadership ability with strong organizational skills Working knowledge of regulations with ability to analyze and evaluate rule changes for compliance Superior professional written and verbal communication/interpersonal skills Proficient in Microsoft Excel Demonstrates personal accountability for quality of work Strong understanding of risk-based decision making, risk assessments, and available tools and resources Uses measured risk approach and risk-value analysis methods in business decisions Preferred Knowledge & Experience
Experience related to spill response and remediation requirements Experience with LDEQ permitting, USACE permitting and release reporting requirements Working knowledge of LPDES, SPCC, and SWPPP requirements Working knowledge of waste program requirements Working knowledge of refinery-specific NSPS and NESHAP regulations Demonstrated environmental technical skills (AP-42, emission estimations, modeling, permitting, etc.) Participation in Management of Change work processes Participation in circuit and industry networking Effective interpersonal and communication skills (verbal and written), including PC skills Ability to manage a large workload and changing priorities We thank all respondents for their interest in PBF Holding Company LLC (“PBF Energy”).
