Overview
Java Front End/UI development — local to Texas with state client experience. Responsibilities
Perform User Interface and Web Services development for HHSC IT applications, including front-end development using modern, responsive technology such as Angular. Converting SOAP-based services to RESTful services; development of new RESTful web services in a JBoss EAP environment. Participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components as required. Work with other teams to accomplish goals. Create technical and design documentation as required. Perform system analysis and problem resolution as required. Analyze software for configuration and performance tuning opportunities, as required. Develop and maintain data and process models, as required. Apply contemporary testing methods to ensure applications function properly and without error. Provide technical support for testing and implementation efforts. Participate in program design, coding and test walkthrough meetings to provide input regarding technical standards and customer requirements. Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform; perform system analysis, troubleshooting, diagnosis and problem resolution; develop and test application code to resolve defects and improve reliability and performance. Other duties as assigned. Qualifications
Minimum Requirements:
Candidates must meet or exceed the minimum stated requirements; experienced candidates are shown to customers and may be selected for opportunities. Experience:
8 years or more in hands-on Front End/UI development, enhancing and maintaining enterprise-class applications on the JEE platform. Hands-on experience in Server-side/Web Services development on the JEE platform. Experience implementing SPAs with at least 4 years using the Angular TypeScript framework. Hands-on experience implementing web services, with at least 4 years of RESTful services security (JWT, OAuth, and related technologies). Experience with applications using any JEE Application Server, including authentication/authorization and caching strategies. Programming experience in Java, JEE, REST/SOAP web services, HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, TypeScript, Spring, JSP, Struts, JSON, XML, JWT, Maven, OpenAPI v3, OAuth. Experience building client-facing applications with responsive design. Experience integrating web services into Angular or React based SPAs. Experience implementing client-facing applications using JSP and Struts. Experience in developing self-contained, reusable, and testable modules and components. Experience applying best practices in design, performance, scalability, and maintainability. Preferred:
JBoss or IBM WebSphere Application Server 8 or later. Agile development methodologies (preferably Scrum). Mobile/tablet platform development experience. Terms of Service
Services are expected to start on or around December 15, 2025 and complete by August 31, 2026. Total estimated hours per candidate shall not exceed 1,148 hours. This service may be amended, renewed, and/or extended with written agreement from both parties. Work Hours, Location & Travel
Services shall be provided during normal business hours (Monday to Friday, 8:00 AM – 5:00 PM), excluding state holidays. Primary work location: 701 W 51st Street, Austin, TX 78751. Hybrid on-site and telework arrangement. Travel, per diem, parking, and/or living expenses are at the candidate/vendor's expense. Pre-approved travel will be reimbursed per State of Texas travel rules. Candidate(s) may be required to work outside normal hours on weekends, evenings, and holidays as requested. Payment for hours over 40 per week will be at the stated hourly rate and must be pre-approved. Seniority level
