The Agency operates on a 9-8-80 Work Schedule which provides work-life balance with every other Friday off. Responsibilities and Duties
Monitor, supervise and formally evaluate the work of others in the Housing Choice Voucher and related programs to ensure compliance with federal and Agency regulations, guidelines and policies. Lead and train staff to provide, implement and maintain subsidized housing programs, specifically for the Housing Choice Voucher and Homeless Innovations departments. Administer subsidized housing programs, applying HUD-established policies and procedures while ensuring State and Federal mandates are met and handling client information. Oversee HUD policies and procedures for vouchers to ensure timely and accurate income, rent and subsidy calculations and determine tenant eligibility within established time frames. Oversee, implement and conduct annual and interim recertifications in adherence with program requirements. Oversee staff with one-on-one and group program information sessions. Maintain waiting lists for Conventional and Section 8 housing programs. Develop processes for efficient workflow; handle contract negotiations with owners/agents; promote quality customer service. Facilitate Section 3 employment opportunity program. Education and Experience
Education:
Bachelor's Degree plus 2 years experience in housing, advocacy, community development, or related areas preferred. OR Associate's Degree (A.A.) or equivalent from a two-year college or technical school and 5 years related experience or training or equivalent combination of education and experience. Supervisory Experience
Minimum of 2 years of supervisory experience required. Preferred management experience in housing, advocacy, community-based non-profits, community development, and related areas. Licenses and Certifications
Licenses:
Must possess and maintain an applicable California Driver License and a driving record acceptable to the Agency’s insurance carrier. Knowledge and Skills
Knowledge
Knowledge of non-program federal requirements that affect income and rent determinations, including fair housing and equal opportunity, fraud and program abuse, personnel and employment practices. Knowledge of HUD-established performance standards for HCV/SEMAP indicators as they relate to income and rent determinations. Knowledge of program requirements and guidance as reflected in HUD regulations, handbooks, notices, forms, and guides. Computer literacy, including personal computing, data entry accuracy, and knowledge of program-related software. Skills

Ability to manage multiple projects and maintain quality service. Physical Abilities and Work Environment
Regular computer use; ability to sit for extended periods. Occasional standing, walking, reaching, climbing, balancing, stooping, kneeling, or crouching. Lift/push/pull/carry up to 25 pounds frequently; 25 pounds occasionally. Moderate noise level in the work environment. Ability to stand and walk on hard surfaces and use stairs; reach to shoulder level and above; bend at hips/knees; talk and hear. Other Duties
