Overview
The Purchasing Manager is responsible for overseeing all procurement activities for the cooperative, ensuring the efficient acquisition of materials, equipment, and services necessary for electric utility operations. This role ensures purchasing practices align with cooperative policies, industry standards, and applicable regulations, supporting reliability, cost control, and member value.
Base pay range:
$95,000.00/yr - $107,000.00/yr

Education and Experience
Bachelor’s degree in business administration, Supply Chain Management, or a related field preferred; equivalent experience considered.
Minimum of 5 years of experience in purchasing or materials management, inventory, and/or warehousing experience, preferably within an electric utility or similar industry.
Knowledge
Knowledge of materials, components, and manufacturing processes.
Knowledge of creating and executing a purchasing strategy that aligns with the cooperative's goals and budget.
Knowledge of project management principles and supply chain systems.
Skills
Negotiate purchase agreements with suppliers to secure the best possible terms and prices.
Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
Build and maintain relationships with vendors, select new suppliers, research and evaluate to ensure quality products.
Coordinate with warehouse staff to manage inventory levels and ensure efficient use of space.
Strong negotiation, analytical, organizational, and interpersonal skills.
Job Responsibilities
Develop, implement, and manage purchasing policies, procedures, and strategies to ensure cost-effective and timely procurement of goods and services.
Coordinate with engineering, operations, accounting, and other departments to forecast material needs for production, maintenance, and inventory.
Solicit and evaluate bids, negotiate contracts, and maintain vendor relationships to secure favorable pricing, terms, and delivery schedules.
Oversee inventory control, warehouse operations, and the maintenance of accurate records for materials and equipment.
Ensure compliance with RUS (Rural Utilities Service) and cooperative purchasing guidelines.
Manage and maintain approved supplier lists and vendor performance evaluations.
Review and approve purchase orders, ensuring proper authorization and budget alignment.
Collaborate with accounting to ensure accurate invoice processing and timely payment of suppliers.
Monitor market trends, pricing, and availability of key materials (conductors, transformers, hardware, etc.).
Participate in cooperative safety and emergency response plans by ensuring material readiness during outages or disasters.
Train and supervise purchasing and warehouse staff.
Identify and implement process improvements to enhance efficiency, accuracy, and service.
Work Environment
Ability to work in a fast-paced, deadline-oriented office environment on a flexible schedule.
Ability to lead a team.
Ability to work independently with minimal supervision.
