Budget Analyst

General description: This classification conducts duties related to the preparation and submittal of annual departmental budgets.
Responsibilities
Assist City departments and agencies in the preparation and submittal of annual departmental budgets; determine schedules, guidelines and format of budget submittals; research, compile, and summarize data needed for formulation of budget estimates; enter budgetary information on a wide variety of forms, schedules, and reports; analyze various budget scenarios and make related adjustments.
Prepare financial impact statements and analyze departmental requests to formulate budget recommendations.
Conduct financial analysis and generate financial and statistical reports for decision makers; analyze actual financial data weekly/quarterly to project potential surplus and/or deficits within various departments’ budgets; analyze departmental operations and make recommendations for improvements.
Prepare reports and review monthly analyses of expenditures.
Assist in the preparation of the City’s annual budget book for public distribution; conduct research and analysis of state and local statistical data for comparisons; compile revenue and expenditures for various City fund budgets; convert figures into graphical data for visual comparisons.
Process budget adjustment requests and assist in resolving budget and funding issues; approve or reject adjustment requests in compliance with state, local, and federal law; analyze to ensure appropriate movement of funding.
Lead department budget meetings.
Provide training and assistance to departments/individuals in the use of financial information systems.
Qualifications
Minimum education: Bachelor’s Degree in accounting, finance, business or public administration or a related field.
Experience: Three (3) years of experience in financial analysis, budget development, public accounting, or auditing; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
ADA Compliance
Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, with possible lifting, carrying, pushing and/or pulling of light objects (5-10 pounds). Extended periods at a keyboard or workstation.
Sensory Requirements : Ability to perceive and discriminate sounds and visual cues; ability to communicate orally.
Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.
