Job Duties
Oversee all aspects of financial accounting, reporting, and internal control for VITA’s Internal Service Fund (ISF) and multi-fund operations.
Report directly to the Chief Financial Officer (CFO).
Expertise in both cash-based and full accrual accounting in accordance with GAAP and GASB pronouncements.
Ensure that all revenues and expenses are properly recognized within the correct accounting period and that the agency’s financial statements accurately reflect VITA’s financial position.
Knowledge of GASB standards such as GASB 87 (Leases), GASB 96 (Subscription-Based IT Arrangements), and other applicable pronouncements governing VITA.
Ensure that all financial statements, schedules, and disclosures are accurate, complete, and prepared in accordance with the Commonwealth Accounting Policies and Procedures (CAPP) Manual, DOA financial reporting deadlines, and statewide requirements.
Engage in strategic and analytical work, using financial data to deliver actionable insights to guide executive decision-making and to analyze and reconcile complex data sets.
Support the Agency Risk Management and Internal Control Standards (ARMICS) program, ensuring that fiscal processes are documented, tested, and continuously improved.
Communicate clearly with agency leadership and stakeholders; advise leadership, respond to auditors, and uphold the Commonwealth’s standards of accountability, integrity, and fiscal stewardship.
Contribute to VITA’s mission and vision by delivering sustainable and effective results through innovative, efficient, and secure services and acting as Virginia’s customer-focused technology partner.
Minimum Qualifications
Extensive knowledge of GAAP, GASB standards (including GASB 34, GASB 87, and GASB 96), and state/federal accounting requirements.
Extensive work-related experience in system-to-system reconciliations, variance analysis, and financial controls in a complex ERP environment.
Ability to interpret and apply the Commonwealth’s CAPP Manual policies and federal compliance requirements.
Extensive experience preparing, analyzing, and presenting financial statements and reports to internal/external stakeholders.
Extensive experience in supervision and collaboration to engage across directorates, auditors, and oversight agencies.
Considerable experience with ERP financial systems and business intelligence/reporting tools.
Extensive experience in audit preparation, resolution of findings, and risk mitigation.
