Duty Station: Evaluation Office/Humanitarian Evaluation Effectiveness Portfolio
Duration: 1 January 2026 – 25 October 2026
Home/Office Based: Remote
Responsibilities
Lead the second and third phase of the L3 SoP and the second phase of the L3 Lebanon evaluations with the coordination of fieldwork and the consolidation of the different team members’ inputs
Contribute to the Staying and Delivering Evaluation
Conduct qualitative data collection and analysis during the three evaluations
Write up sections in the three evaluation reports with a clear narrative, robust evidence base and actionable recommendations
Provide support to the delivery of evaluation learning and dissemination events to foster dialogue, reflection and uptake of key lessons generated during the three evaluations

Written technical inputs to the Staying and Delivering draft report (max 25-page summary plus annexes)
Deliverable 4 — Drafting of the L3 SoP and L3 Lebanon Reports
Draft reports (max 60-page plus annexes)
Deliverable 5 — Staying and Delivering evaluation Finalization
Contribution to the Final report (max 25-page summary plus annexes)
Deliverable 6 — Final SoP and L3 Lebanon Reports
Final reports (max 60-page summary plus annexes)
Travel: 2 trips to the countries concerned for the L3 evaluations
Qualifications Education: Advanced University Degree (Master’s) in Social Sciences, Human Rights or related field
Knowledge / Skills:
At least 20 years of demonstrated experience conducting/contributing to multi-disciplinary humanitarian evaluations
Demonstrated knowledge of evaluation methodologies and mixed-method approaches
Experience with in-person and remote data collection in the Middle East region
Strong ability to rationalize and process quantitative and qualitative data using analytical tools
Ability to integrate gender, age, disability, and other equity considerations into evaluation design, data analysis, and reporting
Knowledge of the UN system, UN programming and UNICEF emergency responses preferred
Solid analytical, communication and drafting skills in English and French; basic knowledge of Arabic
Very good oral and written communication skills in English with experience in writing neutral technical reports
