GENERAL STATEMENT OF DUTIES This position installs, maintains and supports Microsoft SQL Server architecture-based servers. It installs and maintains SQL Server platforms and assists developers with deployment of database solutions. The role performs complex and advanced work on various computer platforms to ensure the integrity and reliability of database software and related data. The position is responsible for database backup and recovery procedures and processes. It supports various levels of IT staff and provides direction on database design. Responsibilities
Database Design & Implementation Architect, design, and implement robust database system infrastructure based on project and department needs; review with management and senior leadership. Participate in database capacity planning, installation, configuration, and database performance tuning. Participate in planning and execution of database upgrades, migrations, and patches. Participate in vendor product review meetings as database server infrastructure subject matter expert. Write conceptual, logical and physical database descriptions including location, space, access method and security. Support and administer both on-premises and cloud-based database environments, ensuring scalability, reliability, and security across hybrid architectures. Performance Monitoring & Optimization Monitor database systems to ensure high availability, performance, and reliability. Optimize and fine-tune database performance, including query optimization, indexing strategies, and server configurations. Troubleshoot performance issues, including application-level inefficiencies affecting database performance. Review maintenance and patch plans, making recommendations to management and senior leadership. Security & Compliance Review and recommend database security protocols to safeguard sensitive data. Ensure database systems comply with internal and external regulations, including data privacy and security standards (e.g., GDPR, HIPAA, PCI, CJIS). Manage user access, roles, and permissions in accordance with organizational security policies. Recommend user access audit process and procedures, to be executed and findings reported to senior management on a regular schedule. Backup & Recovery Develop, implement, and maintain backup and disaster recovery plans and procedures. Ensure regular and comprehensive backups of all database systems, conducting scheduled recovery testing. Perform database recovery procedures in the event of data loss, corruption, system failure or other related scenarios. Automation & Scripting Design and implement automation solutions to streamline routine database administration tasks across both on-premises and cloud environments, using tools such as PowerShell, .NET, Power Platform and cloud automation tools. Develop and implement automated monitoring and alerting for potential database issues or capacity constraints to proactively detect performance issues and ensure continuous service delivery. Collaboration & Leadership Work closely with development and data integration teams to design, optimize and maintain high-performance database applications and data pipelines. Provide mentorship to junior database administrators, data engineers, and IT staff to foster skill development and operational excellence. Collaborate with IT departmental teams and other county departments to ensure seamless integration of database systems and data flows within the county infrastructure. Work with Data Governance and cybersecurity enterprise-level data teams to align database and data integration solutions with the county-wide data and security strategy. Documentation & Reporting Maintain detailed and up-to-date documentation of database configurations, processes, and procedures. Prepare and present regular reports on database performance, capacity planning, and security incidents. Qualifications
Technical Skills Proficient in Microsoft SQL Server (all currently supported versions). Knowledge and/or experience with Azure SQL services / data services. Transact-SQL development for queries, stored procedures, functions, objects, and performance optimization. Strong knowledge of database replication, clustering, and other high-availability configurations. Experience or knowledge with data encryption at rest. Proficiency in database performance tuning, troubleshooting, and query optimization. Experience with database monitoring tools (e.g., Nagios, SolarWinds, Datadog). Familiarity with scripting languages (e.g., Python, PowerShell, Power Automate, Idera, Azure automation). Familiarity with SSRS, Power BI or other reporting solutions. Soft Skills Strong problem-solving skills and attention to detail. Ability to work independently as well as part of a team. Excellent communication skills, both written and verbal. Ability to prioritize tasks and manage multiple projects in a fast-paced environment. Ability to articulate proposed recommendations to senior management/leadership. Ability to self-project manage small to medium-size projects with reporting to key stakeholders and sponsors. Typical Qualifications Minimum Qualifications : Four-year degree in Information Technology, Computer Science or related field with at least 5 years of experience with Microsoft SQL Architecture Platforms; OR a two-year degree with at least 7 years of experience in the same area. Preferred Qualifications PMI certification such as CAPM or PMP and/or Microsoft SQL Server Certification, Azure Database Administrator certification. Business/requirements analysis, solution design and development experience. Ability to operate as a technology generalist with aptitude for adopting and integrating emerging technologies, modern database infrastructures and innovative data solutions. Knowledge/Experience with DEVSECOPS. Working Conditions
Normal office environment primarily involving sitting, standing, bending, walking, and operating personal computers and equipment. There is little or no exposure to hazardous environmental conditions. Residency
