Overview
This is responsible professional work conducting governmental unit audits and other engagements/projects of real estate transactions, appraisals, and ad valorem tax reviews. An employee in this class is supervised by a Real Estate Project Coordinator. Responsibilities
Read and interpret legal descriptions, maps, and blueprints. Collect, verify, and compile information regarding real estate sales and leases. Inspect buildings and other real estate improvements to obtain data for use in estimating value or in reviewing the work of other appraisers. Measure, plot, diagram, and describe real estate improvements. Review the application of appraisal procedures in appraisal reports. Use the cost, market, and income approaches to estimate property values. Review real estate transactions to determine if the transactions were handled properly and were in the public interest. Review real estate appraisals used for purchasing, leasing, selling, or exchanging property for compliance with proper appraisal practices and applicable laws, rules, and regulations. Investigate and analyze assessment-level study procedures, practices, and results to determine their efficiency, effectiveness, and accuracy in the administration of ad valorem taxes. Research market lease rates, draft lease bid specifications, negotiate leases, and monitor lessee compliance. Prepare appraisal reports, appraisal review summaries, and draft audit reports and comments. Assist other audit sections in real estate matters. Perform other related duties as required. Knowledge, Skills, and Abilities
Knowledge of real estate transactions, appraisal principles, and ad valorem tax review. Knowledge of research techniques. Knowledge of laws, regulations, and other administrative requirements. Skill in the use of a personal computer. Skill in the use of real estate measurement and drawing techniques. Ability to inspect and appraise real estate property. Ability to measure and diagram real estate property and improvements. Ability to read real estate legal descriptions, maps, and blueprints. Ability to collect, analyze, and interpret data. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively, verbally and in writing. Ability to handle confidential information. Ability to understand and apply rules, regulations, policies, and procedures. Ability to utilize problem-solving techniques. Ability to organize information obtained to reflect the logical progression of procedures performed and conclusions reached. Ability to work well as a team member, follow instructions, and work independently. Ability to maintain objectivity and make sound judgments and decisions. Ability to work within deadlines and deal tactfully, courteously, and professionally with auditees. Minimum Qualifications
A bachelor’s degree from an accredited college or university with major coursework in real estate or a closely related field and three years of real estate experience; or Two years of real estate appraising experience and designation as a State certified general real estate appraiser pursuant to rules of the Florida Real Estate Appraisal Board may substitute for the required experience; or A master’s degree from an accredited college or university with major coursework in real estate or closely related fields may substitute for one year of real estate experience; or Relevant real estate experience may be substituted on a year-for-year basis for the required college education.
