Primary Purpose:

Manages all aspects of federal, multi-state, and local payroll tax compliance in a large organization with an in-house payroll system. Job Category and Compensation

Prepares and files payroll tax returns and remits associated payments. Researches and responds to State and Local tax notices. Reconciles payroll liability accounts, resolves discrepancies, and prepares adjusting journal entries. Stays current with payroll tax laws and regulations by utilizing published tax research tools and official federal and state tax websites to ensure the University remains in full compliance with all applicable laws and regulatory requirements. Oversees the payroll withholding tax function to ensure timely and accurate submission of tax filings, thereby preventing penalties and fines from federal, state, and local taxing authorities. Reviews and monitors payroll records to identify and resolve errors or discrepancies, ensuring accurate federal and state tax withholdings and filings. Processes and remits garnishments and levies in compliance with legal requirements and deadlines to ensure accurate and timely withholding from employee wages. Assists in responding to internal and external audit requests, ensuring compliance with foreign tax withholding requirements for non-resident aliens, supporting Form 1042 processing, and reconciling W-2s with quarterly Form 941 filings. Researches and develops payroll policies, procedures, and forms to enhance process efficiency, improve accuracy in tax filings, and elevate the overall quality of payroll services provided to the campus community. Completes special projects as assigned. Performs other duties as assigned or required. Job Requirements

Required Knowledge, Skills, & Abilities

Ability to orally communicate effectively with others. Ability to communicate effectively in writing. Ability to work and cooperate with colleagues and supervisory staff at all levels. Knowledge of Payroll Processing. Knowledge of FLSA, employment laws and tax laws and regulations. Knowledge of Federal and State tax forms and filing. Knowledge of garnishment and levy processing. Knowledge of best practices and standard procedures for tax reporting. Ability to analyze and solve complex problems. Ability to perform basic and complex math functions. Ability to meet all deadlines. Ability to maintain full confidentiality regarding payroll and wage/salary data and issues, safeguarding the confidentiality of department or office administration by exercising discretion in communicating information to faculty, students and staff. Demonstrated ability to interpret and apply tax laws and regulations to ensure compliance within the organization’s payroll operations. Ability to review, understand and apply concepts presented in training programs, conferences and/or professional literature. Required Certifications/Licensures

Required Education:

Associate's Degree Major (if required): Required Experience:

1. Associates Degree and four (4) to six (6) years’ experience working in payroll. 2. OR Bachelor’s Degree and two (2) to four (4) years’ experience working in payroll. Internet proficiency. Preferred Qualifications

Degree in Business, Accounting, Finance or related field. Banner payroll experience. Banner payroll knowledge. Is this a safety sensitive position?
