Position Overview: We are actively seeking a Project Manager/Estimator individual to oversee and manage the estimating and execution of transportation infrastructure projects. The ideal candidate will have a background in highway, street, or bridge construction related projects, with hands‑on knowledge of state DOT standards, specifications, and bid processes. This individual will be responsible for preparing competitive estimates, managing awarded projects from start to finish, and ensuring that all work meets safety, quality, and performance standards. Projects typically range in value from twenty‑five thousand to a million plus dollars.

Review bid documents, drawings, and specifications for PennDOT, DelDOT, and private infrastructure projects.

Prepare detailed cost estimates for materials, labor, equipment, and subcontracted work

Analyze plans and specifications to ensure accurate take‑offs and scope coverage.

Solicit and evaluate vendor and subcontractor quotes.

Prepare bid proposals and assist in value engineering when applicable.

Track bid results and maintain a database of historical pricing.

Project Management Duties

Oversee awarded projects from contract award through completion.

Coordinate field crews, materials procurement, and subcontractors to ensure schedule and budget adherence.

Monitor construction progress and resolve field issues in collaboration with superintendents and foremen.

Communicate with clients, DOT representatives, and internal teams to ensure project compliance and client satisfaction.

Prepare and review project documentation, change orders, submittals, and pay applications.

Maintain strict adherence to safety standards and DOT regulations.

Qualifications:

Approximately four (4) or more years of experience in construction estimating and/or project management, within a highway, street, or bridge construction related project setting.

Bachelors degree in Construction Management, Engineering, or related discipline a plus

Experience with PennDOT and/or DelDOT projects.

Solid understanding of DOT standards, specifications, and bid systems.

Ability to manage multiple small to mid‑sized projects simultaneously.

Proficiency in Microsoft Office Suite and familiarity with construction estimating /project management software.

Strong organizational, analytical, and communication skills.

Ability to work independently and in collaboration with field and management teams.
