Hourly Rate: $38.24
Annual Education Stipends:

Job Responsibilities: General Overview:
The Senior Systems Analyst in Technology Services provides a global understanding of assigned applications and develops solutions that align with current and emerging technologies. The role involves project management, application standardization, training, and technical support.
Specific Responsibilities Planning Design and Analysis
Research and analyze the appropriateness of emerging technologies for WNYRIC projects.
Describe and organize data element requirements and file structures necessary for application development.
Promote consistency across applications.
Ensure data is audited for accuracy on a regular basis.
Coordination, Communication and Documentation
Act as a technical resource to application coordinators/managers.
Break supervisor-assigned projects into tasks and set realistic milestones.
Translate user requirements into programming tasks.
Create and implement training plans for new and advancing programmers and analysts.
Act as a project manager when needed.
Use a change management system to track, maintain, and oversee projects and resource allocation.
Participate in creating and modifying standards; enforce standards.
Promote the building, maintenance, and regular use of a knowledge base of technical information, procedures, and programming tools.
Support team approach and cross‑team collaboration.
Programming
Maintain a working knowledge of programming languages in use by associated teams.
Assist with complex programming as needed.
Evaluate day‑to‑day progress of programming staff.
Other
Serve as backup to Database Administrator.
Assure confidentiality of information.
Respond quickly and calmly to emergencies.
Promote good working relationships.
Seek professional development opportunities to improve skills and stay current with new technology.
Perform other related duties as assigned.

Minimum Civil Service Qualifications Must hold permanent status as a Senior Systems Analyst; or; Must meet minimum qualifications for a provisional appointment as follows:
A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree and four years of data processing experience in programming and systems development; or
B) Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in Data Processing or Computer Science and five years of data processing experience, at least four years of which were in programming and system development; or
C) Satisfactory completion of a certified course in computer programming as offered by a New York State approved technical training institute and five years of data processing experience, at least four years of which were in programming and systems development; or
D) Graduation from high school or possession of a high school equivalency diploma and seven years of electronic data processing experience, at least four years of which were in programming and systems development; or
E) An equivalent combination of training and experience as defined by the limits of (A) and (D).
Desired Qualifications
At least two years of programming in PL SQL/SQL.
