The Idaho Department of Labor supports individuals through career transitions, determine benefit eligibility, connect employers with workers and oversee tax and labor law compliance. The Idaho Department of Labor (IDOL) has an exciting opportunity for a Grants Contract Officer who will oversee the grant management duties for the Industry Driven Skills Training Fund. The position will monitor subgrantees, grantees, or contractors for quality-of-service delivery and compliance with grant or contract agreements and regulations; provide technical assistance; and perform related work. This position will be located in Boise. Successful completion of a background check is required as a condition of employment.

Development Prepares or reviews plans, grant applications, or contracts for compliance with state and federal requirements, feasibility and legality of program design and cost-effectiveness. Defines operational and management requirements including objectives, time frames, priorities, budget formats, criteria, and performance standards. Represent the agency with current and prospective grantees, providing exceptional customer service and communicating essential information. Prepare proposal summaries for grant review committee. 2. Program Compliance Monitors and measures subgrantees' or contractors' progress towards goals and timetables. Analyzes financial reports to determine if expenditures are following grant or contract guidelines. Reviews reimbursement requests and/or expenditures, recommending approval/denial. Conducts interviews with subgrantees or contractors to determine program compliance and identify problems. Determines contract deficiencies and recommends and negotiates corrective action. Recommends termination or suspension of contracts. May conduct on-site visits to ensure contractors’ compliance with contract terms and conditions. 3. Technical Assistance Provides technical assistance on fiscal and program management, present overview of program guidelines and regulations, and updates on changes in federal and state policies, laws and regulations. Responds to inquiries regarding program or contract availability, requirements, and guidelines. Writes and revises program or contract manual and forms. Conducts and/or arranges training for potential and current contractors. 4. Program Oversight and Evaluation Gathers and compiles information for grantees' or contractors' applications and reports. Ensures grantees' or contractors' program recommendations and reports are accessible, accurate and complete. Develops written and statistical program reports. Conduct periodical presentations to agency administrators regarding program/grant status. MINIMUM QUALIFICATIONS: Developing grants or contracts including identifying goals and timetables and determining program needs and funding.
R equires at least one year of experience preparing contract documents including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions; OR at least one year of experience providing technical assistance in all aspects of contract development. Monitoring and evaluating grant or contract activities and expenditures.
Typically gained by at least one year of experience monitoring and evaluating contract activities for compliance with contract provisions; OR experience evaluating requests for proposals (RFP's), recommending proposal awards OR providing technical assistance in both areas (contracts and proposals). Interpreting laws, regulations, and policies and advising on their requirements.
Typically gained by one year of experience interpreting and applying laws, reviewing information or documents for compliance; explaining to others how laws and regulations apply to specific situations. Evaluating statistical and financial information and developing reports of findings.
