RESUME & any CERTIFICATIONS held.** Job Overview The Assistant Finance Director assists the Chief Financial Officer (CFO) in the overall administration and leadership of the Finance Department. This position oversees key financial management functions, including accounting, accounts payable, purchasing and contracts, payroll, billing, and collections ensuring the effective stewardship of the City's financial resources in accordance with established laws, policies, and best practices. This position is dedicated to delivering timely, accurate, and transparent financial information, as well as providing exceptional service to both internal and external customers. The role involves complex professional, administrative, and technical work in planning, organizing, and directing the department's daily financial operations. Additionally, the position provides substantial support in preparing the City's annual operating and capital budgets, as well as in coordinating the annual audit process.

Essential Duties and Responsibilities

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. This job description is not intended to be all-inclusive. Provides high-level support and assistance to the CFO and serves as acting CFO in their absence to ensure continuity of financial operations and departmental leadership. Defines and develops departmental operational goals and objectives and strategically aligns divisional plans. Plans, implements, and evaluates financial operations. Analyzes and strengthens internal controls to ensure reasonable safeguards are in place to protect financial assets, minimize exposure to liabilities, and promote sound financial management. Monitors legislation, accounting standards in public financial management; recommends and implements procedural or policy changes to maintain compliance and improve efficiency. Oversees the City's adherence to state statutes, federal regulations, technical accounting pronouncements, local ordinances, and established best practices governing financial operations and reporting. Areas of oversight include compliance reporting, emergency management, procurement, information security, identity theft ("red flag") prevention, customer billing and collections, customer service, and maintenance of public records. Provides day-to-day supervision for receiving, disbursing, and accounting for City revenues and expenditures. Directly supervises accounting, accounts payable, revenue collection, utility billing and collections, utility customer service, fixed assets, assessments, and payroll functions. Prepares and administers the divisional budget; assists the Budget Office in the preparation and management of the City's annual operating and capital budgets. Collaborates with departmental staff and external partners to develop and implement financial policies, procedures, and internal control practices that meet organizational and customer needs. Directs the maintenance of the City's accounting records and financial systems; oversees all general ledger entries and approves reconciliations to ensure the accuracy and integrity of financial data. Establishes new accounts and funds in the accounting system in accordance with governmental accounting standards and City financial policies. Maintains debt service schedules and subsidiary ledgers; processes semi-annual debt payments and monitors related compliance requirements. Directs the accounts payable, accounts receivable, and grants functions to ensure proper procedures, documentation, and internal controls are followed; reviews and oversees fixed asset records. Prepares and reviews weekly and monthly investment reports; records and monitors investment transactions to ensure compliance with City policies and state law. Prepares periodic and annual financial reports; coordinates and compiles supporting documentation and work papers for the annual audit process. Performs other duties as assigned. Minimum Requirements

Education and/or Experience

Bachelor's degree in accounting, finance, public or business administration from an accredited college or university, and Four years (4) in accounting or finance including supervisory experience. Other Requirements

Possession of a valid North Carolina driver's license, or

any

valid driver's license with ability to obtain a

North Carolina

driver's license within

60 days

of establishing a permanent residence in North Carolina. Supplemental Information Knowledge, Skills, and Abilities

Thorough knowledge of state laws and local ordinances applicable to governmental accounting. Thorough knowledge of the laws, ordinances, and regulations governing municipal financial matters including payroll, accounts payable, procurement, utility billing, and collection. Ability to prepare, interpret, and present complex and detailed fiscal/financial reports. Ability to think analytically to prioritize work, make data driven decisions, meet established deadlines, delegate duties, and attend to details as appropriate. Ability to establish and maintain effective working relationships with city officials, associates, employees, and the general public. Ability to express technical ideas effectively, orally and in writing. Job Related Physical Activity Requirements

This position involves sedentary work requiring the exertion of 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involved sitting most of the time.
