JOB SUMMARY

This position involves varied administrative work, legal recording and reporting, scheduling and administering city elections, and attending and recording meetings of the city council. The work is performed in accordance with legal requisites, general directives, and occasional specific instructions. The clerk must exercise considerable initiative and judgment in performing administrative duties and in making decisions in accordance with municipal policy. Supervision is exercised over clerical employees of the city clerk's office. Additionally, in the absence or unavailability of the mayor, the city clerk will temporarily assume those duties. Incumbent works under the general supervision of the mayor.

Position requires contact with the departmental committees, city officials, city employees, city attorneys, and the public in interpreting personnel policies and performing related activities. The incumbent creates and issues payroll checks and maintains various records required to support payroll. The employee must ensure accuracy of federal and state employment forms.

ESSENTIAL FUNCTIONS Attend city council work sessions and meetings and prepare the minutes of previous meetings. Prepare proposed ordinances and other documents for presentation to the city council. Keep official records of all minutes and actions. Answer questions and give information concerning city policies and ordinances. Check and attest to official action of the city council. Supervise the preparation, indexing, and filing of office related official city documents. Data enter payroll information. Carry on official correspondence with other governmental jurisdictions and agencies. Work with fiscal agents and bond attorneys regarding bond issues; works with trustee banks. Sign checks. Maintain required records; perform election duties and functions as mandated by law. Supervise the issuance of business licenses. Compile job performance evaluations on all subordinate personnel. Assist in the preparation of the city budget as requested by the mayor. Maintain effective working relationships with the mayor, city council, other city employees, outside agencies, and the general public. Approve warrants to be drawn against funds. Assist auditors during annual audit. Perform other job related duties as required. KNOWLEDGE, SKILLS AND ABILITES

Extensive knowledge of the legal requirements relating to keeping and preserving city council minutes and municipal records. Extensive knowledge of the organization of the municipal government and the legal powers and duties of its officials. Considerable knowledge of modern office practices, procedures, and equipment. Knowledge of the principles and practices of public administration. Ability to maintain important records efficiently and accurately, and to prepare clear and concise reports, records, and summaries. Ability to formulate, initiate, and administer policies and procedures for effective administrative control. Ability to plan, organize, assign, and supervise the work of assigned employees. Ability to communicate effectively, both orally and in writing. Ability to maintain effective working relationships with the mayor, mayor and council, other city employees, outside agencies, and the general public. QUALIFICATIONS

Prefer a degree from an accredited four-year college or university with significant course work in the areas of public administration. Prefer to have two (2) years of increasingly responsible professional municipal administrative experience. Certified Municipal Clerk (CMC) designation desired within three (3) years, and thereafter maintain a valid certification. Must possess adequate computer skills with knowledge of common office software and willingness to learn special software related to the position. Must possess a valid Alabama driver's license and a driving record suitable for insurability. Ability to be bonded and achieve designation as a Notary Public. Must be willing to travel overnight to attend continuing education courses and workshops. Must be willing to work non-standard hours, overtime, and weekends, as required. Must be physically able to perform the essential functions of the position. MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

HOURS OF WORK:

This position is considered full-time (40 hours weekly) . Evenings and weekends may be required of this role.

SALARY:

The City of Lincoln offers a competitive starting hourly wage of $41.92 to $51.236 per hour. The starting salary for this position will be dependent upon the qualifications and experience of the successful candidate.
