Compensation:
$75,000 per year. Program Overview
The Men’s Shelter Program is a 24‑7 shelter that serves 32 homeless men, providing meals, laundry, secure storage of property, and on‑site staffing and services. The Veteran’s GPD Transitional Housing Program provides housing for 12 homeless veterans for up to 24 months. Position Summary
The Hope Center Shelter Program Manager oversees all program participant services and operations for the Hope Center Men’s Shelter and the operations for the Hope Center Veterans GPD Transitional Housing. The manager is responsible for staffing, program participant activities and services, and ensuring a safe welcoming shelter environment. The Shelter Program Manager will supervise the Lead Resident Advocate, the Resident Advocate team, and the Shelter Case Manager. Shelter case management services focus on housing readiness and navigation, increasing income and benefits, and linkages for needed healthcare. The manager will oversee all aspects of the program operations. Essential Duties and Responsibilities
Collaborate with HR and management to hire, onboard, train, supervise, evaluate, and, if necessary, terminate all shelter program staff. Ensure all shelter staff meet their professional development and annual staff training requirements. Manage the shelter staff schedule to provide sufficient staffing for all shifts. Provide on‑call phone coverage and support to staff when off‑site. Work with the Lead Resident Advocate to provide management presence during Resident Advocate staffing shortages. Assign staff duties and set work‑plan priorities and goals. Review all Shelter program KPIs quarterly and ensure annual targets are met. Operate within the Alameda County Coordinated Entry System to open available shelter beds, accept new participants, and ensure an inclusive intake process. Notify the Alameda County Fast App of available beds. Communicate issues and concerns related to GPD residents with the Insight Housing GPD Case Manager and SSVF Senior Program Manager. Ensure shelter occupancy requirements are met. Manage all program participant files and maintain statistical information in compliance with agency and contract standards and confidentiality laws. Develop participant services and programming as required by City, County, and Federal contracts. Meet with participants to resolve grievances and provide mediation and de‑escalation techniques as needed. Create and develop program activities, workshops, and trainings. Ensure timely and accurate completion of all city, county, federal, and foundation reports in collaboration with the Residential Senior PM. Meet contract and agency goals, including those of City of Berkeley and County of Alameda. Manage all HMIS program participant information, ensuring data quality standards are met. Leadership Responsibilities
Work closely with the Residential SPM and other agency managers to define and implement policies and assure consistent delivery of services. Convene and lead monthly Hope Center Men’s Shelter staff meetings. Facilitate a weekly case conference with the Shelter Case Manager. Attend the monthly North County Regional Coordination Meeting and other external meetings. Attend all Program Manager team meetings and Insight Housing All Staff meetings. Monitor and approve time sheets and all requests for time off. Manage and report all critical incidents per Insight Housing policy. Work with Facilities Manager to ensure proper facility maintenance and supplies. Maintain knowledge of shelter contract requirements and goals. Adhere to Alameda County Shelter Standards. Drive own or agency vehicle to sites as needed, documenting mileage per agency procedures. Promote a safe, healthy, and clean working environment. Attend and participate in all meetings and trainings as assigned. Submit timesheets accurately and on schedule. Work within the framework of Insight Housing’s Code of Conduct. Perform other tasks as assigned. Qualifications, Skills, and Abilities
Bachelor’s degree in Social Services or related field preferred. Ability to complete CPR/First Aid Training. At least 3 years of direct experience providing services to individuals experiencing homelessness, mental health, substance abuse or other social issues. Translatable internship or volunteer experience and strong administrative experience will be considered. At least 1 year of experience with staff supervision and residential program management required. Demonstrated leadership and strong administrative skills will be considered. Commitment to serving individuals with homelessness, alcohol and drug dependency, and mental health issues, and a trauma‑informed approach to care. Proficiency in Microsoft Office (Word, Excel, Outlook, Teams). Experience with Homeless Management Information System (HMIS) a plus. Familiarity with government contracts to maintain compliance with Alameda County and City of Berkeley regulations. Ability to interact supportively and professionally with staff and participants of diverse backgrounds. Excellent customer service skills, with calm demeanor in stressful situations. Capacity to work independently and as part of a team. Excellent verbal and written communication. Excellent interpersonal and crisis intervention skills with a can‑do and flexible attitude. Ability to work with minimal supervision, multitask, maintain confidentiality, and meet deadlines. Maintain professional conduct, attitude, and appearance at all times. Special Requirements
This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies. Must be able to receive and maintain criminal and credit records clearance. Must be able to obtain TB clearance. Physical Requirements
Regularly use hands and fingers to handle, feel, or operate objects, tools or controls. Frequently stand, walk, sit, climb stairs, talk, hear, and see clearly. Occasionally stoop, kneel, or crouch. Occasionally lift or move up to 50 lbs.
