Director of IT Finance & Administration
The State of Missouri is seeking a dynamic Director of IT Finance and Administration to lead financial planning, cost management, and administrative operations across the Information Technology Services Division (ITSD), supporting 15 executive departments. This is a high-impact leadership role that blends fiscal strategy, compliance, and workforce development to support statewide IT initiatives.
Location The office for this position is located at the Harry S. Truman State Office Building, 301 W High Street, Jefferson City, MO 65101.

Responsibilities
Monitor and manage IT-related appropriations across state departments.
Analyze budget performance, identify variances, and recommend adjustments.
Develop and present financial reports to executive and legislative stakeholders.
Ensure compliance with state and federal financial policies and internal controls.
Lead multi-year financial forecasting for IT operations and services.
Design and refine cost allocation models for the State Data Center and Telecommunications.
Analyze service usage data to ensure equitable cost distribution.
Collaborate with technical teams to validate consumption metrics and adjust allocation plans.
Review and approve IT contracts and fiscal notes.
Coordinate internal and external audits, ensuring timely responses and corrective actions.
Maintain transparency and accountability through robust financial reporting.
Oversee administrative support functions across ITSD.
Oversee onboarding, mentorship, and leadership development programs.
Collaborate with HR on recruitment strategies, job descriptions, and hiring timelines.
Facilitate strategic planning sessions to align ITSD goals with statewide priorities.
Develop and track performance metrics to measure progress and impact.
Lead cross-functional teams to implement and report on strategic initiatives.
Qualifications
Authorization to work in the United States is required. The Office of Administration, Information Technology Services Division (ITSD) will not sponsor applicants for work visas.
Strong analytical, communication, and strategic planning skills.
Proven experience in public sector finance, IT budgeting, or administrative leadership.
Ability to lead cross-functional teams and drive continuous improvement.
Deep understanding of governmental financial regulations and cost allocation principles.
Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.
