Disclaimer:

The City of Carlin is seeking an in‑house City Attorney that will be an employee of the city and will only work for the city. Carlin is a small rural northern Nevada community that operates with a limited budget; therefore, the City of Carlin cannot afford to offer pay equal to larger cities, towns, counties, or other governmental agencies. However, we offer a work environment that does not require excessive overtime and weekend work. As an employee, you will receive city benefits and participate in the NVPERS retirement system. The job does require that you live in or around Carlin because you have to attend City Council meetings and municipal and district courts. This is not a remote job.

General Purpose of Position:

The City Attorney, under the direction of the City Council and City Manager, performs all legal functions for the City of Carlin. Incumbent is expected to exercise independent judgment in carrying out assignments.

Essential Duties and Functions:

Assumes full management responsibility for all legal services and activities including legal advice, prosecution, and documentation; recommends and administers policies and procedures.

Explains, justifies, and defends city ordinances, programs, policies, and activities; negotiates and resolves sensitive and controversial issues. Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Oversees and directs the City’s efforts to collect outstanding fees and assessments, ambulance collections, fines and penalties, tickets and enforces judgments.

Works with City Department Heads, elected officials, and outside agencies; coordinates legal activities with those of other departments and outside agencies and organizations.

Coordinates and drafts ordinances, resolutions, and agreements for regular City Council meetings.

Provides assistance to the Mayor, City Manager, and City Council; participates on a variety of boards, commissions, and committees.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public law.

Performs other duties as assigned by the Mayor, City Manager, and City Council.

Qualifications for Employment:

Knowledge, Skills, and Abilities:

Knowledge of:

Policies and procedures of legal prosecution.

Pertinent federal, state, and local laws, codes and regulations.

Operational characteristics, services, and activities of public legal office.

Working knowledge of NRS Code of Nevada.

Ability to write contracts, agreements, ordinances, resolutions, easements, and other legal documents for the city.

Skill to:

Organize, interpret, and apply legal principles and knowledge of complex legal problems.

Analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options, and implement approved solutions.

Ability to:

Develop and enforce legal documents and contracts.

Utilize the legal system to support city goals and objectives.

Defend the city during court‑room proceedings.

Identify and respond to community and City Council issues, concerns, and needs.

Research and analyze federal, state, and local policies, laws, and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training:

Any combination of training, education, and experience that would provide the required knowledge and abilities.

Required Certifications/Licenses:

Must possess a valid Nevada driver’s license or alternative means of transportation.

Active membership in the State Bar of Nevada.

Pass a background check and adhere to the provisions of the Drug and Alcohol‑Free Workplace Policy of the City’s Employment Policy.

Working Conditions:

Position is frequently required to sit or stand and talk for extended periods of time. Strength, stamina, and cognitive ability to view and operate a computer for extended periods of time. Coordination or dexterity to use hands and arms to reach, finger, handle, or manipulate objects such as pieces of paper, documents, exhibits, etc. Ability to bend, stretch, stoop, and reach for items above and below desk level. Occasional lifting of items weighing up to 25 pounds. Position requires frequent listening and reading. The ability to interact professionally, communicate effectively, and exchange information accurately with all internal and external customers. Ability to appropriately handle stress and interact with others, including supervisors, coworkers, employees, and the public. Maintain regular and consistent punctuality and attendance.

Work is performed under the following conditions. Work is normally performed indoors in an office or courtroom. Exposure to noise, odors, fumes, dust, and other pollutants is minimal.
