HR Manager – Civil Construction (DFW)

We’re a well-established, mid-sized civil construction general contractor with operations across Texas, known for delivering high-quality infrastructure projects and maintaining a people-first culture.
We’re seeking an HR Manager to take ownership of all HR functions across the business. This is the lead HR role - a hands‑on and strategic position responsible for developing processes, managing day-to-day HR operations, and partnering with leadership to support a growing team across multiple locations.
The Role This position oversees the full scope of HR - including recruitment, onboarding, benefits administration, compliance, employee relations, and engagement initiatives. You’ll serve as the key advisor to leadership on HR strategy, while ensuring consistent, compliant, and people‑focused practices across the company.
Key Responsibilities
Oversee all HR functions across Texas, including recruiting, onboarding, benefits, compliance, and employee relations.
Partner with management to anticipate workforce needs and support company growth.
Develop and maintain HR policies, procedures, and employee handbooks.
Administer and optimize benefits and payroll programs.
Ensure compliance with federal, state, and local employment laws.
Lead employee engagement efforts and help foster a positive, consistent company culture across field and office teams.
Support training, development, and performance management initiatives.
Serve as a trusted advisor to leaders and employees on HR-related matters.
Qualifications
5+ years of progressive HR experience, with at least 2 years in a management or lead HR role.
Experience within construction or a similar field-based industry strongly preferred.
Strong understanding of employment law, compliance, and HR best practices.
Excellent communication, organization, and problem-solving skills.
Proficient in HRIS and payroll systems.
Bachelor’s degree in HR, Business, or related field required; PHR or SHRM-CP a plus.
Bilingual (English/Spanish) preferred.
