Director, LTCR Policy and Rules Agency: Texas Health and Human Services Commission (HHSC) – Department of Policy Rules & Curriculum Development. Functional title: Director III. Location: Austin, TX (701 W 51st St). Salary: $11,066.55 – $13,051.00 per month. Position type: Full‑time, Exempt, Regular, Day shift. Telework: Eligible. Travel: up to 20%.

Overview The Director III works under the LTCR Deputy Associate Commissioner for Licensing, Policy, and Training, leading the Policy and Rules Section. This role focuses on interpreting laws, developing policy and rules, managing budgets, coordinating stakeholder engagement, and supporting legislative initiatives.

Responsibilities

Direct and manage the day‑to‑day operations of the Policy and Rules Unit; supervise senior policy staff, managers and administrative staff.

Develop, monitor and evaluate policies, rules, handbooks and clarifications; oversee rule development processes.

Establish and maintain relationships with federal, state, and local agencies, consumer advocacy groups and providers.

Analyze statistical and operational data, prepare reports and present findings to internal and external audiences.

Prepare and present proposed rule packets at the HHS Executive Council meetings; provide testimony at hearings.

Track and analyze legislation affecting regulated entities; prepare bill analysis and testimony.

Provide legislative and public support as a resource to legislators, officials and the public.

Develop and implement unit strategic and business plans in coordination with other HHSC sections.

Perform additional duties as assigned.

Knowledge, Skills and Abilities

Knowledge of local, state and federal laws governing regulated facilities and agencies.

Knowledge of HHSC regulatory processes and public administration.

Knowledge of program planning and implementation.

Ability to organize complex information, analyze data, and devise solutions.

Ability to prepare concise reports, develop policies, and supervise work.

Strong customer‑service skills and ability to handle stressful situations.

Skill in managing multiple priorities and communicating complex information.

Qualifications

Bachelor’s degree in health care, public policy, or related field (or equivalent experience); graduate coursework preferred.

Experience managing a business function, division, or department.

Proficient with MS Word, Excel, and PowerPoint.
