POWER Engineers
Construction Manager
POWER Engineers, a member of WSP, is seeking a Construction Manager for our PCI Project Construction Mgmt Dept. The selected candidate may work remotely full‑time from a location other than a POWER‑designated office. Projects will be based in Fairfax, Iowa or Portland, Oregon. The role is a field position, requiring extensive travel.

Roles and Responsibilities
Act as the Owner’s representative in the project areas.
Oversee all aspects of transmission facilities construction, including interconnect, status reporting, owner‑purchased material, safety monitoring, startup and commissioning, and project closeout.
Ensure compliance with budgetary, scheduling, and quality goals.
Coordinate and report on construction work performed by contractors/vendors at the project site.
Maintain daily and weekly reports and verify accuracy of others’ reports.
Document progress using photos and Microsoft Word/Excel.
Assist in project‑related system outage planning and coordination.
Required Skills & Experience
Minimum 15 years of experience in transmission operations, substation operations, construction, engineering, or equivalent education.
Experience with solar PV, battery energy storage systems, wind turbines, HVDC converter stations, and gas turbines preferred.
Proven record of successful transmission construction work, foundation installation, structure assembly, wire stringing, sagging, and related activities.
Ability to develop, revise, and maintain construction schedules and detailed sequence documents.
Verify construction progress, manage change orders and schedules.
Read and review drawings, identify bill of materials, and respond effectively to critical issues.
Strong communication skills and ability to build relationships with internal and external stakeholders.
Prioritize and re-prioritize multiple tasks to keep project schedules on track.
Possess a valid driver’s license.
Intermediate knowledge of MS Office, MS Project, and Primavera P6.
Physical Requirements
Work up to 12‑hour days, up to 7 days a week if required by the project.
Travel and stay at the project site for a minimum of 6 weeks at a time.
Work in extreme weather conditions up to 12 hours a day.
Wear company‑provided PPE for entire shift on site.
Lift a minimum of 30 lbs (or more) as needed during the day.
Walk an average of 3+ miles per day on rough or uneven terrain.
Step in and out of a 3/4‑ton pickup truck several times a day.
Desired Skills
Transmission construction experience.
Transmission outage planning or coordination.
Startup and commissioning.
Job Responsibilities
Support the management of POWER’s Project Quality Program (PQP) on the project.
Ensure contractors follow project specifications and quality control programs.
Collaborate with owner and contractor reps to address delays, weather, or emergencies.
Lead field services team and serve as the primary interface with the client.
Ensure site personnel follow safety processes.
Lead compliance with environmental and OSHA regulations.
Coach team members on contract terms and project staff responsibilities.
Build, lead, and manage internal workforce and project team.
Investigate damage, accidents, or delays and enforce proper procedures.
Steward contractors and site personnel to meet quality and schedule goals.
Administer contracts and negotiate revisions, changes, and additions.
Monitor contractor implementation of material management plans.
Collaborate on budget estimates and cost tracking reports.
Initiate and steward change management processes.
Ensure submittals meet deadlines.
Work with project leadership to deliver project milestones on schedule.
Assist owner in obtaining necessary permits and licenses.
Serve as a mediator between owner and contractors.
Resolve work‑procedure, complaint, and construction‑problem issues with all stakeholders.
Compensation Salary range: $65–$75 per hour. This range is displayed in compliance with state and local regulations. Salaries are set based on job‑related knowledge, skills, experience, and education.
