About the Opportunity We are launching a new ASAM Level 3.7 and 3.5 residential treatment center in Marshall, Missouri, providing 24-hour medically monitored and clinically managed care to adults recovering from substance use and co-occurring mental health disorders. The Executive Director (ED) will lead this program through start-up, licensure, and daily operations—ensuring the integration of medical, clinical, and administrative systems in alignment with Missouri Department of Mental Health (DMH) and ASAM standards. This position offers a unique opportunity for a dynamic, mission-driven leader to build and sustain a high-quality, trauma-informed program that delivers safe, compassionate, and evidence-based care.
Position Overview The Executive Director is responsible for overall leadership, compliance, and operational excellence across all departments—including clinical, medical, nursing, and administrative functions. The ED ensures the facility operates in full compliance with ASAM 3.7 and 3.5 criteria, 9 CSR 30 regulations, and CARF / JCAHO accreditation standards. This role requires strong organizational management skills, a deep understanding of behavioral health systems, and the ability to foster teamwork, safety, and accountability within a 24-hour residential environment.
Key Responsibilities
Leadership & Management :
Provide strategic and operational leadership for all departments, ensuring effective coordination of medical, clinical, and administrative services.
Recruit, hire, and supervise department heads, including Clinical Director, Director of Nursing, Medical Director, and Operations Manager.
Promote a culture of integrity, collaboration, and trauma-informed care.
Lead start-up and licensure processes, including development of policies, staffing structures, and survey readiness.
Implement quality assurance and performance improvement (QAPI) initiatives to ensure consistent delivery of high-quality care.
Regulatory Compliance :
Ensure full compliance with Missouri DMH regulations (9 CSR 30-3.140, 9 CSR 30-3.100) and all applicable ASAM and CARF standards.
Oversee licensing, safety, and health inspections, ensuring corrective actions are completed promptly.
Maintain accurate documentation, reporting, and recordkeeping for DMH, DHSS, and payor audits.
Ensure staff training and operations meet or exceed clinical and safety standards for 24-hour behavioral health programs.
Program Development :
Guide implementation of ASAM 3.7 and 3.5 treatment services, including detoxification, medical monitoring, therapy, and recovery support.
Collaborate with clinical and medical leadership to design programming that integrates medical stabilization with behavioral therapies.
Support trauma-informed, evidence-based, and person-centered practices.
Identify opportunities for program growth, innovation, and community collaboration.
Financial & Administrative Oversight :
Oversee operational budgets, financial reporting, and cost management.
Collaborate with finance and admissions teams to monitor census, utilization, and revenue cycle.
Support contracting, credentialing, and payor enrollment activities.
Ensure appropriate allocation of resources to support quality care and compliance standards.
Community & Stakeholder Relations :
Represent the organization with DMH, healthcare networks, referral partners, and community stakeholders.
Develop and maintain strong professional relationships with external partners to enhance visibility and referral flow.
Promote the program as a respected, ethical, and compliant behavioral health provider.
Act as spokesperson and advocate for the organization’s mission and values.
Qualifications
Bachelor’s degree in behavioral health, psychology, social work, healthcare administration, or a related field required; Master’s degree preferred.
Minimum 5 years of leadership experience in a behavioral health, substance use, or healthcare setting.
Proven knowledge of ASAM 3.5 and 3.7 criteria and Missouri DMH regulatory standards.
Experience overseeing clinical, medical, and administrative operations within a residential or inpatient environment.
Strong understanding of budget management, compliance, and survey readiness processes.
Exceptional communication, organizational, and leadership skills.
Ability to manage multiple priorities in a fast-paced, evolving environment.
Must pass background check and drug screening per DMH requirements.
Preferred Experience
Previous experience launching or managing a new treatment or healthcare facility.
Knowledge of CARF or Joint Commission accreditation processes.
Familiarity with Electronic Medical Record (EMR) systems and data-driven reporting.
Experience leading interdisciplinary teams including medical, clinical, and operational staff.
Schedule Full-time, on-site leadership position. Flexibility required for evening, weekend, or emergency response as needed to support 24-hour operations.
