Family and Community Services Director (Hybrid) Join the Connecticut Department of Administrative Services as the Family and Community Services Director. This role is part of the Office of Early Childhood (OEC) and will oversee the Child Care and Development Fund (CCDF) program.

Position Highlights

Full time, 40 hours per week

First shift, Monday through Friday

Hybrid / telework opportunity available

Location: 450 Columbus Blvd, Hartford, CT

The Role

Lead agency efforts to leverage federal CCDF funds to support families and children with high‑quality child care.

Manage federal CCDF program responsibilities, including programmatic and fiscal reporting, ensuring compliance, and implementing a statewide child care subsidy system.

Direct statewide initiatives focused on quality improvement for child care programs and the workforce.

Partner with agency leaders overseeing state funded programs, Head Start, and quality initiatives to build a cohesive early childhood system.

Oversee staff working on CCDF funded projects to ensure contract compliance, program fidelity, and quality.

Oversee large state contracts with agency partners.

About Us The Office of Early Childhood is the lead agency for early childhood services in Connecticut, including early care and education, home visiting, developmental support, and program and provider development. Our mission is to support all young children by ensuring early childhood policy, funding, and services strengthen families, providers, educators, and communities. Qualifications

Minimum 9 years of experience in a managerial or administrative role with programmatic and/or regulatory responsibilities.

Preferred Qualifications

Experience supervising staff.

Experience interpreting and planning compliance with state and federal child‑care regulations and reporting.

Experience in public policy, early childhood education, or social sciences.

Experience with early childhood education quality improvement systems and strategies.

Experience overseeing contractor compliance.

Experience with technology systems to support program implementation.

Experience with program management and budget development.

Additional Information Incumbents in this class may be required to travel. This position is open to the public and will close on 11/14/2025. Salary: $120,087 – $163,743 per year.* *New state employees start at the minimum salary.
