Responsibilities
Coordinate daily benefits processing. Manages enrollments, COBRA, benefit eligibility changes, beneficiaries, disability, accident, and death claims, and approves distributions for payroll.
Oversee maintenance of employee benefits files, maintain group benefits database, and update employee payroll records.
Gather employee data and oversee the processing of monthly billings, reconciliation, and the preparation of vouchers for payment of administrative fees for all group plans. Provide reconciliation reports to Finance and Payroll for collections and reimbursements.
Perform plan audits. Prepare, collect, and organize data for actuarial assessments. Review data in conjunction with actuarial evaluation task forces.
Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.
Distribute materials for benefits orientations, open enrollment, and summary plan descriptions. Provide training and support to all staff with enrollment processes and answer questions regarding elections.
Assist the broker with the development of benefits plans, and negotiations with vendors to identify those that present the best value.
Recommend and implement new benefits programs. Examine possible plan designs and benefits cost changes.
Serve as primary contact for plan vendors and third-party administrators.
Facilitate annual open enrollment. Coordinate OE dates and employee meetings/notifications, process plan changes, and development in HRIS, and develop and coordinate EDI schedules between HRIS and vendors.
Coordinate data transfer to external contacts for services, premiums, and plan administration.
Evaluate and revise internal processes to reduce costs and increase efficiency.
Document and maintain administrative procedures for assigned benefits processes.
Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.
ACA compliance maintenance and reporting. Responsible for audit review and submission of annual forms 1094 and 1095 to Internal Review Service.
Sends ALL STAFF communications related to EAP, wellness, and benefit updates at least quarterly.
Leads annual Flu initiative to include communication, document capture, and compliance tracking.
Supports and serves as backup coverage to the Retirement Analyst.
Leave Management and ADA
Responsible for the development and maintenance of all leave programs, such as Workers' Compensation, FMLA, LOA, and LWOP records; follows up on open cases. Provides a detailed Leave report for each payroll.
Enters the appropriate leave codes on time sheets each pay period.
Monitors leave accruals, escalates issues for correction through collaboration with the Payroll team.
Responsible for OSHA, Bureau of Labor Statistics, EEO, and other compliance annual reporting.
Manage ADA Accommodation requests. Reviews, approves, tracks, and documents accommodations.
Miscellaneous and Shared
Perform customer service functions by answering employee inquiries and referrals to appropriate entities while representing YFT and Human Resources positively at all times.
Review, respond to, and save assigned documents received in the shared HR email related to leave and benefits.
Assist with the preparation and maintenance of all personnel records following Interdepartmental Regulations for DSS, DBHDS, ORR, VAISEF, and others, as well as YFT policy/procedure. This includes but is not limited to, maintenance throughout employment, background files, medical files, filing of all items in e-files, Learning Management System updates, and HRIS electronic document files.
Assist in process and procedure development and maintenance. Provide suggestions and recommendations to the HR Team for revisions and edits.
Assist with Licensing or Program Audits when requested and as needed.
Provide support to the HR Team with the planning and execution of special events.
Other duties as assigned by the CEO, CFO, or supervisor.
Attendance at all training mandated by YFT.
All duties and responsibilities will support meeting the structured program of care outlined in DBHDS and DSS state standards.
Qualifications
Bachelor's degree and three (3) to five (5) years of Human Resources experience; or
Five (5) years of experience in related benefit administration and Leave Management; or
Similar combination of education and experience.
SHRM-CP, SHRM-SCP, PHR, SPHR, and CEBS professional designations are highly preferred.
Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
Considerable knowledge of principles and practices of personnel administration.
Working knowledge of office procedures, state and federal regulations governing the human resources area, database management, and spreadsheet formulation.
Experience working with Paycom Benefit Administration is highly preferred.
Proven ability to work effectively in a team environment with associates.
Knowledge of benefits contract language.
Experience managing retirement plans to 5500 filings for both retirement and health and wellness benefits.

Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
Maintain 40 hours weekly on campus and flexibility to work overtime as needed.
