The City of Billings is seeking a Systems Administrator to support the secure and reliable operation of the City's servers, storage, cloud systems, and user identity environment. Manages Microsoft 365, Active Directory, backups, and virtualized infrastructure to ensure data integrity, system availability, and business continuity. Collaborates with the Infrastructure Manager to implement system updates, monitor performance, and maintain disaster recovery readiness. Works under the general direction of the Infrastructure Manager and collaborates closely with the Applications and Security teams.
Salary Range: $33.9368 - $37.3942 per hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.
Essential Duties And Responsibilities
Administers, configures, and maintains physical and virtual Windows Server environments, ensuring secure, stable, and high-performance operations.
Manages system updates and hardware/VM lifecycle processes to maintain compliance and reliability.
Maintains synchronization and integration between AD, Microsoft 365, and other business applications.
Implements Group Policy Objects and supports single sign-on and multifactor authentication services.
Collaborates with the Security Engineer to monitor system logs and event alerts, detecting, troubleshooting, and resolving access-related or system performance issues.
Administers Microsoft 365 services, including Exchange Online, Teams, SharePoint, and OneDrive.
Supports interfaces to AD from other software and services to share information and promote a single sign-on environment.
Performs account provisioning, license assignment, and mailbox or data restores as needed.
Implements retention policies and supports compliance with City records management and cybersecurity standards.
Provides support and training to users on O365 applications and productivity tools.
Implements and enforces security configurations, password standards, and encryption protocols in accordance with the City's IT Cybersecurity & Policy Manual.
Assists the IT Security Engineer in vulnerability remediation and policy rollout efforts.
Participates in cybersecurity awareness, table-top exercises, training, and controlled phishing campaigns to strengthen user security posture.
Supports incident response activities as directed, including system isolation, evidence collection, and documentation.
Maintains accurate and current documentation of server configurations, procedures, and system inventories.
Assists with IT change management processes including documentation, testing, and communication of infrastructure changes.
Serves as backup to the IT Infrastructure Manager when required.
Manages the daily monitoring of all systems & data backups.
Manages content restores (email, files, Teams) and backup job configuration.
Manages all backup systems, related hardware, backup frequency/schedules, retention schedules, and location of all backups including local, off-site, and cloud based. This includes, but is not limited to, the backup of all system data, virtual server configurations, network hardware configurations, voice mail, system & performance logs, Emails/O365 data, etc.
Designs, coordinates, and manages all disaster/recovery (D/R) backups, related hardware, software, policies, and procedures. This includes advance planning, backup schedules, storage locations, hardware & software maintenance, policy development, testing, and execution/support of the D/R plan as needed.
Performs other duties as assigned.
Required Qualifications And Skills
Bachelor's degree in computer science, information systems, or a related program.
Four (4) or more years of experience in system administration, IT Security, or the equivalent.
Must have strong interpersonal skills.
Must be a le to successfully pass a Federal and State criminal history background check.
Preferred Qualifications And Skills
Experience administering and supporting hybrid environments that include on-premises and cloud-based systems such as Windows Server, Active Directory, Microsoft 365, and Azure.
Hands-on experience with VMware, backup and recovery solutions (e.g., Veeam), and patch management tools.
Demonstrated ability to manage user identity, permissions, and group policy across enterprise environments.
Familiarity with disaster recovery planning, system monitoring, and performance optimization.
Strong documentation, communication, and analytical skills, with the ability to explain technical issues to non-technical users.
VMware Certified Professional or Microsoft Certified: Windows Server or Azure Administrator Associate.
