Job Description

The Department of Family and Protective Services (DFPS) Data Infrastructure & Technology (DIT) Division Data Analyst IV is selected by and reports to the DIT Manager. This position performs advanced (senior level) computer data analysis work involving analyzing and identifying user requirements, procedures, and problems to automate processing or to improve existing systems. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Work involves building and maintaining the infrastructure for data collection, storage, and processing. The duties entail creating data pipelines, ensuring data quality and security, optimizing databases, and collaborating with other ODSI staff as well as other DFPS staff to make data accessible for analysis and business decisions.

Current processes within DIT are implemented using Unix Shell scripting for job scheduling, SQL and/or PL/SQL in Toad for the ETL logic, .ASP and VBScript/HTML for reporting. DIT division with other ODSI staff as well as other DFPS staff are working towards modernizing the Data Warehouse ETL Logic using Databricks as the Integrated Data Platform to curate the data for the reporting layer that will be leveraged using Excel reports/ Tableau dashboards. Data Governance is implemented using Informatica to hold the master data for DFPS. This position may have the ability to leverage and use these tools and technologies to implement the data warehouse solution for creating new solutions or when evaluating and modifying existing programs.

The analyst creates original programming logic and evaluates and/or modifies existing programs of any level of complexity to consider changes in requirements. The analyst may prepare diagrams and logic flowcharts for detailed coding and for the documentation of programming work. The analyst may be required to review work products developed by other analysts and to interact with the agency Program staff, division managers, regional staff, and/or other analysts to ensure requirements are met and that all work products are appropriately reviewed and validated.

The analyst may interact with staff from other agencies and outside entities as required to facilitate data collaboration, obtain required work products, or consultation. The analyst participates in system design meetings for new agency initiatives to ensure the agency's ability to report applicable data. The analyst may serve as a lead analyst on assigned projects of any level of complexity and may act as a mentor and on-the-job trainer for new or junior analysts.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Coordinate and/or participate in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps. Coordinate with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems. Coordinates with end-users and stakeholders to clarify the specifications and requirements are complete to provide recommendations on operational issues. Identifies solutions to any complex problems users may have and provides proof of concept or a design solution to meet their needs when appropriate. Review existing queries and explain plans for performance issues and recommend alternative ways to resolve performance issues. Provides analysis and review of Structured Query Language (SQL), Procedural Language/Structured Query Language (PL/SQL) or other code for validity. Completes MDC (monthly data-compilation) support on a rotation schedule after the first few months of being on the job. Analyze user needs, define the system's scope, document requirements, and translate the user needs and requirements into functional specifications for the design of business systems.

Participate in requirements and design meetings with stakeholders, requestors and users as needed to identify scope, translate user's needs into proper requirements and develop the right design for the ETL to automate the report on the Safety Net. Participates in meetings with stakeholders, requesters, and users to present and discuss finalized products.

Develop the ETL logic for the Data Warehouse tables and implement the reports using the current process identified in the job description. After system review, develop and prepare reports and recommendations to include project scope, work and cost estimation for work assigned and participate in project planning meetings. Develops and prepares optimum solutions for systems improvements, recommendations to include procedures, reports, upgrades, revisions, business process improvements, etc. Familiarity with modernization tools identified in the job description is essential for this role to be available to participate in project planning meetings, system review, development and recommendation for new data warehouse solutions for data lake implementation and reporting. Aids others within ODSI and other DFPS staff in the assessment, development and production of ETL logic to develop the back-end tables for reporting, dashboard needs, Databook, automation for reporting LBB performance measures, FCL (Foster Care Litigation reports) and other data and statistical reports as needed. Analyzes new or existing procedures, information systems, or utility programs for efficiency and effectiveness. Analyzes on an ongoing basis existing functionality (code / procedures / systems) to determine refactoring and reusability can be achieved. Analyzes application and system functionality and interprets reporting requirements to develop technical specifications. Coordinate projects that involve cross-functional agency systems and other state entities, including planning and scheduling during project development and implementation stages. Coordinates meetings internally within division staff and across agency staff for requirements and design session or clarifying reporting needs. Provides data, reporting, and technical support subject matter expertise to agency staff and management and external entities regarding agency data warehouse and reporting systems, functions and processes. Managers multiple, complex assignments and projects and analyzes data requests.

Coordinate, plan, and schedule the installation of or training for new or revised systems and define business process requirements. Coordinate, plan, and schedule training for new and existing staff on new technical systems and processes. Coordinate, plan, and schedule training for new and existing staff on revised technical systems and processes. Coordinates testing of data and applications when systems are upgraded and trains staff, as appropriate.

Knowledge Skills Abilities

Knowledge of relational databases and database development is the best practice. Knowledge of Structured Query Language (SQL), Procedural Language/Structured Query Language (PL/SQL) Knowledge of database design, database development, data mining and writing SQL queries. Knowledge in data analysis, data extraction, translation, and load (ETL) is required. Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential data. Knowledge and Work Experience in group dynamics. Skill in using software tools such as SQL*Plus, TOAD, Oracle, SQL Developer, Business Intelligence tools etc. Skill in using Microsoft Suite products such as Microsoft Word, Microsoft Excel, PowerPoint etc. Skill is using Databricks as a platform for Data Warehousing to ingest, transform, govern and analyze data is preferred. Skill in using Informatica for data governance, master data management, data quality is preferred. Skill in researching and troubleshooting data issues and solving complex problems. Skill in analysis, problem solving, data comprehension, reporting methodologies, math, and designing statistical reports and charts/graphs. Skills in planning, scheduling and prioritizing work assignments. Ability to analyze systems, procedures, problems and develop solutions. Ability to compile, review and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively; and to provide guidance to others. Ability to maintain effective relations with all levels of staff and management as well as external entities Ability to work hours as needed to meet defined deadlines and support the agency's mission critical reporting requirements. Experience in writing SQL is required. Experience in writing PL/SQL code is required. Experience in using MS Word and Excel is required. Experience in using any one of these software tools such as Oracle or Sql Plus or Sql Developer or Toad is required for database development. Experience in data extraction, transformation, and load (ETL) is required. Experience in database design concepts and implementation is required. Experience in Report layout/design/implementation is preferred. Skills and familiarity with tools like Databricks and Informatica is preferred. DFPS experience preferred.
