General Description Plans, organizes and directs the activities in a specialized area of airport management for the County's Aviation Department. Assists in the management of the Operations Division.

Minimum Education And Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in aviation management, business administration or a closely related field.

Requires four (4) years in airport management appropriate to the area of assignment including one (1) year of supervisory experience.

Special Certification And License Requirements

Must secure and maintain a valid Florida Class E Driver's License based on area of assignment.

Must secure and maintain for the duration of employment: Airfield driving privileges (movement/nonmovement area driving).

Must secure and maintain for the duration of employment: Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.

Airports Council International Diploma in Airport Operations (ACI)

Airports Council International Airport Professional (ACI‑IAP)

4+ years or more of Airside Operations (Large Hub International Airport) Experience

2+ years or more of 14 CFR 139 Certification Process, Self‑inspections and Aircraft related Emergency Response Experience

2+ years or more of Wildlife Mitigation and Airfield Construction Coordination Experience

2+ years or more of Emergency Tabletop Exercise and Live Drill Planning Experience

1+ years or more of Supervisory Experience

Scope Of Work

Assist in administering through subordinates the planning, scheduling and coordination of business and planning, procedures and priorities to meet established goals.

Review airport development projects identified in the master plan; assist in monitoring project progress and provide oversight and coordination.

Oversee planning of special events; sit on committees pertaining to marketing and public relations, coordinate with County and State officials, implement programs related to airport operations or maintenance.

Prepare and review hurricane and emergency plans; manage parking functions, inspect facilities and ensure compliance.

Develop, implement and monitor operating budget; prepare annual operating budget and capital improvement submittals; review and approve contractor invoices and purchase requests.

Handle airline‑related challenges; review and approve seasonal airline schedules; engage airline station managers; communicate on operational plans.

Respond to airport emergencies; coordinate emergency response training and updates.

Conduct employee training, development and performance evaluations.

Provide oversight and management control of special projects, contracts, and daily assignments; ensure regulatory compliance.

Act in place of Assistant Division Director or Division Director when absent.

Additional Duties & Responsibilities

Manage and coordinate all functions and regulatory compliance of Airside Operations at FLL, including contractual oversight of Ramp Control and Aircraft Rescue Fire Fighting agreements.

Conduct tenant, governmental, and vendor relations; procurement and competitive bidding of contracts.

Coordinate facility design and planning; negotiate contracts, draft agreements, prepare reports and budgets.

Lead employee coaching, mentoring, and corrective action; conduct inspections of county‑owned facilities.

Act as point person or team leader for routine day‑to‑day operations; manage team performance, productivity, scheduling, and resource availability.

Coordinate operations meetings; approve purchases, overtime tracking, payroll, personnel evaluations.

Maintain compliance with federal, state, and local regulations, including CFR Part 139, 77, 107, 1542, Florida Statutes, NFPA 407, ICAO Annex 14, county ordinances, SOPs, and policies.

Oversee planning of special events, airside programs, and emergency plans; conduct emergency drills.

Work Environment Physical Demands Requires sedentary work with walking or standing some of the time; may lift up to 10 pounds; sustained keyboard operations.
