Engineering Manager
– County of Brown, Green Bay, WI
Job Overview Directs the construction, maintenance, and engineering operations of the Brown County Highway Department as directed by the Highway Commissioner.
Job Responsibilities
Directs and supervises the development of the annual work plan outlining construction and maintenance needs.
Manages day‑to‑day construction and maintenance operations, including scheduling, resource allocation, and performance evaluation of supervisory staff.
Oversees highway design and construction plans, specifications, contractor documents, surveying, and project management activities.
Administers the local Bridge Inspection Program, conducting structural inspections of bridges.
Conducts traffic engineering studies on highways and intersections, utilizing volume, capacity, accident data, and other resources.
Manages relocation orders, right‑of‑way acquisition, weight postings, class B restrictions, and related roadway and bridge maintenance contracts.
Administers access control, driveway permits, building and sign set‑backs, and utility usage of highways.
Reviews and approves design and construction plans and specifications submitted by consultants.
Represents the department with state and local government commissions, professional societies, elected officials, and the public.
Ensures compliance with federal and state environmental regulations concerning air quality, hazardous materials, wetlands, storm‑water management, endangered species, historical and archaeological resources.
Organizes public hearings and project meetings to present and obtain community support for projects.
Assists the Highway Commissioner by preparing studies, reports, evaluating existing programs, and managing agreements with other agencies.
Experience & Qualifications
Extensive knowledge of civil engineering principles, highway and bridge design, land surveying, construction methods, materials, hydraulics, and facility capital improvement programs.
Proficiency with highway equipment, procurement study preparation, and computer software for data analysis.
Ability to perform mid‑to‑upper‑level data analysis, coordinate, strategize, and systemize operations.
Experience managing and directing personnel, providing counseling, mediation, and performance reviews.
Skill in utilizing reference materials such as inspection reports, engineering studies, accident reports, real‑estate development plans, maps, bid specifications, contracts, proposals, budgets, cost estimates, architectural drawings, and safety regulations.
Excellent oral and written communication, with the ability to establish and maintain effective working relationships with staff, county officials, governmental agencies, utilities, developers, lawyers, architects, and the public.
Strong judgment, decisiveness, and creativity for critical and unexpected situations involving moderate risk.
Knowledge of infrastructure management practices, preventative maintenance, cost‑effective replacement, life‑cycle costing, and related federal and state transportation rules.
Experience with budgeting, program evaluation, and employee supervision.
Competence in planning, organizing, and presenting ideas and recommendations, and in preparing complex bid specifications.
