Department Background The mission of the Department of Elections is to provide equitable access to voting and election-related services, and to conduct free, fair, and functional elections for the City and County of San Francisco. Staff work year‑round to ensure every eligible San Franciscan has easy access to safe, barrier‑free registration and voting options, and continuously improve election programs to be more efficient and responsive to the needs of voters.

Job Description The Language Access Ordinance (LAO) requires the Department to provide translated materials and services in Vietnamese when the population is certified. A recent amendment lowered the threshold, making Vietnamese highly likely to qualify. To support this requirement, the Department seeks a dedicated Bilingual English‑Vietnamese Voter Outreach Lead Coordinator and Language Access Support Elections Clerk.

Key Responsibilities

Translate election‑related materials, including ballots, voter guides, notices, website content, and outreach materials, into Standard Modern Vietnamese.

Review and proofread Vietnamese content to ensure accuracy, clarity, correctness, and cultural appropriateness.

Assist all voters, including Vietnamese‑speaking voters, in understanding their voting rights and the electoral process.

Provide in‑person, telephone, and written assistance to voters and registrants.

Drive to and conduct outreach in Vietnamese‑speaking communities to promote voter education and participation.

Arrange and speak during media interviews and community events to inform and educate voters and increase participation.

Ensure compliance with accessibility standards for all voters, including Vietnamese‑speaking voters, throughout the election cycle.

Identify and establish relationships with new partner organizations and media serving San Francisco communities, including vulnerable and hard‑to‑reach populations.

Present outreach data and metrics clearly in written reports and visual presentations, and analyze this data to evaluate effectiveness.

Lead, develop, and conduct training sessions for seasonal outreach coordinators to ensure consistency, accuracy, and completeness of election information presented to the public.

Provide general clerical support and assist with other duties and election tasks as assigned.

Position Schedule, Requirements, and Work Location This is an exempt position covered under Charter Section 18. Most work will occur during normal hours (8 a.m. – 5 p.m., Monday through Friday), but overtime and weekend work may be required. Overtime will be paid at 1.5× the hourly rate. A valid California driver’s license is required to drive to outreach events. The person must be proficient in English and Vietnamese, able to move and lift up to 40 pounds of outreach supplies.

Position Salary $34.44 to $41.86 per hour $71,630 to $87,074 annually

Minimum Qualifications

Two (2) years (≈ 4,000 hours) of verifiable clerical experience, including preparing and maintaining records, public contact, and gathering information.

Alternative: completion of a clerical training program (240 hours) or equivalent coursework (15 units) may substitute for up to 6 months of experience.

Desired Qualifications

Strong command of English and Standard Modern Vietnamese.

Ability to distinguish regional dialects from the standardized form.

Experience translating written materials and interpreting in real time between English and Vietnamese.

Proven proofreading skills with strong attention to detail.

Experience working with diverse communities, including limited‑English‑proficient (LEP) groups.

Strong understanding of San Francisco’s neighborhoods and community organizations.

Prior outreach, public education, or voter engagement experience.

Familiarity with the electoral process and voting‑rights laws in California.

Excellent written and verbal communication skills across diverse audiences.

Ability to organize, analyze, and present outreach and voter‑engagement data.

Strong interpersonal skills and cultural sensitivity.

Proficiency with Microsoft Office (Word, Excel, PowerPoint) and Adobe Acrobat.

Ability to manage multiple tasks in a fast‑paced, deadline‑driven environment.

Demonstrated ability to work independently and collaboratively.

Experience providing customer service in person, by phone, and by email.

Prior experience in public service or a government environment is a plus.

Bilingual Requirement This position requires competent skills in both English and Vietnamese.
