Construction Management Representative (CMR)
ASR is seeking an experienced Construction Management Representative (CMR) for an exciting and prestigious position providing construction management support to government project teams at the White House and on the Presidents Park grounds. The primary role of the CMR will be to oversee, manage and inspect the work of various construction contractors performing on‑site construction activities.
Responsibilities
Oversee, manage and inspect the work of various construction contractors performing on‑site construction activities.
Manage and inspect projects for progress, workmanship and conformance with the contract documents and existing codes.
Arrange and conduct meetings at various locations and project sites.
Complete and submit Daily Diary reports and weekly field reports for each project.
Update project team members on progress, address outstanding issues and coordinate upcoming work activities.
Provide technical assistance and support to the Government Project Teams during construction on multiple projects, including reviewing, commenting, and processing Division 01 submittals and monitoring compliance.
Attend safety meetings, monitor compliance with safety requirements and document safety issues.
Draft RFPs, review and prepare Government Cost Estimates with a breakdown of labor, materials and equipment costs.
Assist with pre‑negotiation objectives, conduct fact‑finding and clarifications with the contractor, and draft Records of Negotiation explaining cost differences.
Perform quantity surveys and verify the contractor’s monthly progress payments.
Review and confirm certified payrolls and assist with labor interviews periodically.
Receive, log and review submittals for completeness and accuracy.
Accept or reject informational submittals, draft responses and follow up on RFIs.
Review Contractor QC daily reports for accuracy and completeness.
Verify contractor’s project record (“as‑built”) drawings reflect all changes, RFIs, modifications and work completed before each monthly progress payment.
Document contractor claims for additional cost and/or time.
Coordinate critical point, special, beneficial and final inspections; conduct field investigations, site surveys and utility investigations as directed.
Issue inspection deficiency lists, conduct inspections and draft related deficiency letters, and prepare pricing for each punch item.
Ensure required O&M manuals, warranties, guarantees and close‑out requirements are complete and compliant with contract documents.
Coordinate access and escort construction site personnel.
Advise the project team of foreseeable problems that may arise during construction.
Provide regular project status reports.
Qualifications
Must be a U.S. Citizen.
Must hold an active Top‑Secret security clearance.
Bachelor’s degree in Engineering, Construction Management or a related field.
Minimum of 2 years of construction management/engineering experience across multiple facility types on federal government projects.
Experience serving as a CM, CMR, Owner’s Representative, Construction Superintendent or similar role on at least three construction projects in the last five years that involved active management, oversight and/or inspection of multiple construction trades and close coordination with the Government/Owner on daily construction issues.
Construction field experience on projects located in secure facilities or campuses with limited site access and in close proximity to sensitive natural and cultural resources.
Experience performing stakeholder engagement, representing government interests and facilitating negotiations in a construction environment.
Experience reviewing engineering designs, contractor shop drawings, vendor specifications and plans to determine constructability and adherence to standards.
Knowledgeable in applicable safety regulations and possession of OSHA‑30 certification.
Experience with construction practices, building codes, estimating, design and technical writing.
Ability to manage complex projects, supervise labor and coordinate project needs.
Prior experience working with Government Project Managers / CORs on processing change requests, RFIs, submittals and field observation reports.
Computer literate with proficiency in Primavera P3, Microsoft Word, Excel and Project.
Salary & Location Arlington, VA: $69,700 – $155,800
Washington, DC – Baltimore Area: $115,000 – $160,000
