Trainee Status available at $27.55/hr. Trainee hires must meet minimum qualifications within one (1) year of hire.

Summary

Supervises personnel and manages the Procurement Unit within the Financial Management and Planning Bureau (FMPB), ensuring efficient oversight and execution of procurement processes. Oversees vendor contract administration, facilitates the review and approval of items by the Governor, Council, and Fiscal Committee, and ensures all activities are conducted in strict accordance with state regulations, rules and guidelines.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications Bachelor's degree and 2 years of experience OR equivalent combination of 6 years of education and experience after high school. Must be in accounting, business administration, public administration, procurement, contract administration, or a related field.

Valid driver’s license or access to transportation.

Must pass a fingerprint‑based criminal background check and motor vehicle record check.

For Trainee Option: equivalent combination of 5+ years of relevant education and experience after high school may be considered and hired in trainee status.

Responsibilities Oversee procurement activities, conduct multi‑parameter evaluations of commodities and services, manage bidding processes, draft specifications, and prepare solicitation documents.

Coordinate with Bureau personnel, Division Directors, Program Managers, and external stakeholders to facilitate efficient responses to Governor & Council and Fiscal Committee requests.

Supervise unit staff, provide training, conduct performance evaluations, and foster continuous improvement.

Research, analyze, and prepare comprehensive documentation for submissions and ensure compliance with regulatory requirements.

Coordinate multiple agenda items, approvals, and reviews within state purchasing and expenditure procedures.

Develop detailed contractual and financial reports, investigate and resolve discrepancies related to expenditures, encumbrances, and vendor issues.

Prepare contractual and procurement documentation for verification by senior leadership, integrating legal and regulatory research.

Update training materials related to Fiscal Committee and Governor & Council processes.

Develop and review Request for Proposal (RFP) processes and contract compliance, managing data sets to identify trends.

Provide guidance, training, and oversight for division liaisons on state purchasing contracts and P‑Card processes.
