Attorney 2 – Juvenile or Adult Division
Spokane County, 40 hours per week in the Counsel for Defense Department.
The position is the second and journey working level in this series and is responsible for performing civil and/or criminal legal work for the County Prosecutor, Public Defender, or Counsel for Defense. Positions at this level require prior case preparation and/or trial experience at a level equivalent to Attorney 1. A higher level attorney provides professional guidance and counseling on a case‑by‑case basis for unusual or difficult problems.
TOTAL COMPENSATION: $110,284–$154,338 annually. (Estimate based upon base compensation, median retirement fund contributions, and current employer‑paid health and related benefit contribution rates. Actual total will vary depending on enrollment choices.)
Responsibilities
Represent the County or a client in court, trials, hearings, arraignments, depositions, sentencing, and other legal proceedings.
File legal documents and papers; interview witnesses, plaintiffs, victims, and clients/suspects.
Evaluate facts and examine evidence of assigned cases or assignments.
Conduct legal research, provide legal opinions or memorandums, and draft deeds, leases, contracts, and correspondence.
Address client and representative inquiries regarding statutory procedures.
Respond to written motions and provide oral argument in court.
Oversee direct and cross‑examination of witnesses.
Work with investigators, paralegals, and secretaries to manage court dates, filings, and case investigations.
Assist clients returned to court for probation violations.
Perform other related duties as required/assigned.
Specific duties for Juvenile Section: represent County or client at hearings, arraignments, depositions, sentencing, violation hearings, community supervision, diversion agreement termination, declination hearings, warrant issuance, and detention hearings; file legal documents; review probable cause; research criminal histories; prepare briefs and memorandums for appeal; perform other related duties.
Specific duties for Felony Section: sign up new cases; conduct legal research; meet with clients; review police reports, body camera, video evidence, photographs; interview witnesses with investigators; secure funding for experts; coordinate expert evaluations; dictate resumes, prosecutor’s statements, subpoenas; liaison with Child Protective Services; prepare for and appear in court for guilty pleas and probation hearings; represent State or plaintiff at arraignments, trials, sentencing, pre‑trial and post‑trial hearings, including appeals; perform other related duties.
Specific duties for Civil Division: provide written and oral legal opinions to County departments; draft deeds, leases, contracts; involved in discovery for trial preparation; answer inquiries from private citizens or attorneys; prepare pleadings, motions, orders and other court papers; argue cases and motions in court or before administrative bodies; review/settle municipal claims; perform other related duties.
Qualifications
Juris Doctorate (J.D.) from an accredited college or university law school.
Two (2) years’ experience at the level of Attorney 1.
Member of the Washington State Bar Association.
Public Defender and Counsel for Defense Departments only: if not licensed to practice law in WA State, must meet the requirements under APR 8‑ Exception for Indigent Representation (member in good standing of the bar in another state and have applied and be pending approval by the WSBA under WA Supreme Court APR 3).
Knowledge of principles and practices of criminal or civil law as required by the position.
Knowledge of judicial procedures and rules of evidence.
Skilled in communicating effectively orally and in writing.
Skilled in establishing and maintaining effective working relationships with the general public and parties affected by the court and administration.
Ability to analyze, evaluate, and organize facts, evidence, and legal procedures and to present information orally and in writing clearly and logically.
Ability to analyze and prepare a variety of legal documents and instruments.
