Overview The Compensation & Retirement – COE Solution Specialist is a pivotal role to ensure the total rewards programs are competitive, compliant, and aligned with organizational goals. This role develops and manages the base compensation plan, the non‑qualified deferred compensation plan, and is responsible for the development and compliance of the 401(k) and profit‑sharing plans. Acting as a fiduciary, the specialist ensures the plan(s) are in the best interest of participants and meet employee needs, providing deep subject‑matter expertise in compensation best practices, benchmarking, deferred compensation and retirement plans.

Responsibilities

Establish and update compensation and benefits strategies and programs, including salary structures, that evaluate market competitiveness by comparing the average company salary to the industry average.

Conduct ongoing market analysis and benchmarking to ensure pay practices are competitive, research new compensation trends, and perform regular audits on job responsibilities, FLSA classification, and job leveling oversight. Measure fairness across different demographic groups.

Ensure all compensation and benefits programs comply with federal, state, and local laws and regulations, and implement technology that provides real‑time pay analysis and flags potential compliance issues.

Leverage compensation data and analytics to inform a proactive retention strategy, identifying and mitigating flight risks for top performers. Use AI for predictive compensation analytics to forecast talent compensation needs, flight risks, and market fluctuations.

Partner with People Practices leaders to monitor turnover, attrition, retention, offer acceptance rates, and internal mobility rates.

Develop an executive‑level dashboard that provides real‑time insights into base salary, salary range changes, full‑time employee activity, market changes, compensation costs, and employee feedback.

Lead a compensation think‑tank across the construction market/companies to explore future‑of‑work compensation trends and position DPR as an industry innovator.

Fulfill legal and fiduciary duties in managing the 401(k) plan and oversee risk management strategies related to financial operations.

Ensure the 401(k) plan complies with all relevant laws, and that operations such as contribution processing and distributions are handled correctly.

Benchmark effectiveness, review third‑party administrators, investment advisors, and vendors to ensure high‑quality, cost‑effective services.

Develop and implement ongoing campaigns that keep the compensation plan front‑of‑mind and give employees opportunities to review and adjust their strategy.

Conduct and review annual non‑discrimination and top‑heavy tests, maintaining compliance while balancing deferrals in qualified and non‑qualified plans.

Research, recommend, and develop a financial literacy program, leveraging technology and data analytics to provide personalized guidance and investment advice.

Improve 401(k) design, offer solutions for better performance, and stay current on legislative changes and compliance requirements: reporting, disclosures, eligibility rules.

Design and lead development of NQDC plans that are flexible and meet specific needs, risk tolerances, and goals of targeted groups, offering benefits beyond standard 401(k) plans.

Apply understanding of tax rules for qualified and non‑qualified plans to inform funding vehicles such as rabbi trusts or corporate‑owned life insurance; recommend best vehicles and ensure compliance with Section 409A.

Develop and implement comprehensive communications to educate employees on risks of participating in NQDC plans.

Requirements

Bachelor’s degree in Human Resources, Finance, Business, or related field.

7+ years of progressive experience in compensation and retirement benefits, with subject‑matter expertise in 401(k) plan management; experience with both qualified and non‑qualified plans preferred.

In‑depth understanding of compensation structures, job leveling, FLSA determination, and market pricing tools (e.g., Radford, Mercer).

In‑depth knowledge of retirement planning concepts, investment strategies, and relevant laws and regulations, particularly ERISA and tax rules related to non‑qualified plans.

Strong knowledge of 401(k) plan rules, compliance, and operations.

Excellent communication and interpersonal skills to interact effectively with employees and providers.

Knowledge of HR and benefits administration best practices.

Industry experience preferred.

Strong analytical, problem‑solving, and quantitative skills; proficient in Excel, statistical modeling, HRIS systems (Workday preferred), and reporting tools.

Certifications and Licenses

Certified Compensation Professional (CCP), CEBS, or similar certification preferred.

Anticipated Starting Pay Range $155,000.00 – $215,000.00
