Under general supervision this position is responsible for specialized and administrative work in the development and coordination of Senior Meal Site activities and operations to promote the health and welfare of senior citizens and meeting the requirements of Non-Metro Area Agency on Aging (NMAAA).
**This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion, and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration. **

  • Develops, organizes and instructs a variety of activities and programs such as transportation, craft classes, health promotions, dances, banquets, and meetings for members of a senior citizen center. Provides information, advice, and assistance to senior citizens. Defuses and resolves disagreements and conflicts between patrons. Selects, trains, supervises, and evaluates volunteers engaged in conducting programs and activities. Assists in the evaluation of local conditions and needs and the development of plans for a senior program and activities.
  • Identify qualifying needs of each consumer based on the Universal Consumer Information Tool provided by NMAAA.
  • Complete, organize and enter timely all documents, data, and assessments as required by NMAAA in the Wellsky Database Program.
  • Makes presentations to various groups on the goals and operations of the department. Plans and coordinates fund raising events. Drives a van or small bus to transport seniors to various functions, activities, and tours. Coordinates vehicle inspections and completes pre-trip vehicle inspections. Attends board and business meetings. Maintains and updates membership rosters, tabulates attendance and submits statistical information.
  • Assists in the attainment of department goals and objectives related to Master, Strategic and Comprehensive Plans. Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly with City Administration, department directors, consultants, vendors, staff, and the public to provide quality services. Participates in various projects. Keeps the immediate supervisor fully and accurately informed on issues. Identifies areas of concern for management for review and potential action.
  • Assists and participates in the execution of short and long-range plans. Gathers and prepares data and information for studies, reports, correspondence, and recommendations. Coordinates activities with other departments and agencies as needed. Reviews and provides reports and prepares and maintains required departmental records. Participates in software update and conversion projects. Responds to and resolves various complaints, issues, inquiries, and problems as authorized, and in accordance with established policies and procedures.
  • Ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Monitors revenue and expenditures in assigned areas to assure sound fiscal control.
  • Adhere to NMAAA Policies and Procedures at all times.
Minimum Qualifications:
Equivalent to a high school diploma plus two (2) years of experience working with aging populations and seniors, or an equivalent combination of education and experience that would likely produce the required knowledge, skills, and abilities.
Licenses and Certificates:
Valid drivers license equivalent to a New Mexico Class D.
Knowledge of:
  • Municipal organization operations, policies and procedures.
  • Principles, practices, rules, philosophies, trends and regulations of senior citizen programming.
  • Computerized management and reporting systems.
  • Principles and practices of public sector administrative management, customer service and employee supervision.
Skills in:
  • Managing volunteers, delegating tasks, and coaching to improve performance.
  • Analyzing problems, resolving disputes and grievances, and developing effective solutions.
  • Operation of personal computers utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.
Ability to:
  • Analyze community needs.
  • Develop activities for seniors and enjoy working with this age group.
  • Establish and maintain effective working relationships with City Commission, Mayor, City Manager, Assistant City Manager, department directors, staff, and the public.
  • Ensure compliance with applicable Federal, State, and local laws, codes, rules, and regulations.
  • Deliver effective presentations of technical information and ideas in a clear manner.
  • Interpret regulations, policies and procedures to the public and staff.
  • Communicate clearly and concisely, both orally and in writing.
Physical Requirements:
Stand or sit for prolonged periods of time. Occasionally stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull light to moderate amounts of weight. Use repetitive hand movements, fine coordination and manual dexterity which permits the employee to operate standard office equipment and computer systems. Sufficient clarity of speech and hearing to permit the employee to discern verbal instructions, use a phone, and communicate with others. Sufficient visual acuity which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.
Working Conditions :
Work typically performed in a standard office and senior center setting with occasional travel to various sites and facilities. Regular attendance is an essential function of this job to ensure continuity of services. Occasional work beyond normal business hours. Position is subject to drug testing and regular drivers license monitoring in accordance with applicable State and Federal regulations and City of Clovis policies.
